09/09/2013 <br /> an appropriate location on the main Stanford campus is not available, feasible, or essential. <br /> Plan the campus with sufficient flexibility to allow office, <br /> research/development, and medical clinic uses by Stanford and/or other users. <br /> Redevelop the project development site to conserve natural <br /> resources through sustainable land use components and building features, including those <br /> affecting transportation, energy, water, and air quality. <br /> Redevelop the site so that it enhances the quality and value of the <br /> adjacent residential neighborhood. <br /> Redevelop the site in a manner which promotes and enhances a <br /> healthy and diverse economy in Redwood City. <br /> Transform the project site's existing campus design to allow <br /> development intensity in a manner which implements the City's New General Plan vision for <br /> land use, urban form and density, economic development, and circulation. <br /> Create a pattern of smaller City blocks integrated into the <br /> neighborhood-scale street grid. <br /> Provide a high-quality campus with substantial usable open <br /> space. <br /> Ensure that the forgoing objectives are achieved through <br /> preparation and approval of a comprehensive land use plan addressing such issues as <br /> development standards, design guidelines, and capital improvement plans and policies. <br /> Discussion and Findings Relating to the Altematives Evaluated in the Draft EIR <br /> Under CEQA, a "No-Project Alternative" compares the impacts of proceeding with a <br /> proposed project with the impacts of not proceeding with the proposed project. A No-Project <br /> Alternative describes the environmental conditions in existence at the time the Notice of <br /> Preparation was published, along with a discussion of what would be reasonably expected to <br /> occur at the site in the foreseeable future, based on current plans and consistent with available <br /> infrastructure and community services. <br /> Here, the EIR considers in detail two No-Project Alternatives, one of which assumes only <br /> that existing buildings on the Project site would be fully occupied and the other of which <br /> assumes that the Project site would be built out to its currently permitted 0.7 FAR. The EIR also <br /> considered in detail three Action Alternatives, and explained why an alternate project location <br /> was not considered in detail. <br /> No Project Full Occupancy of Existing Buildings Alternative (Alternative 18.1) <br /> ("Existing Buildings Alternative"). <br /> Under the Existing Buildings Alternative, existing buildings on the development site <br /> would be fully occupied with office and R&D uses.
