09/09/2013 <br /> Summary of Findings Regarding Alternatives. For all of the foregoing reasons, the <br /> City Council has determined to approve the Project instead of one of the alternatives to the <br /> Project. <br /> The City Council's Findings Regarding Suggestions for Modifying the <br /> Project, Variations on the Alternatives, and a Suggested Off-Site Alternative <br /> Various modifications to the Project and variations on the alternatives were proposed <br /> either in comments on the Draft EIR or in letters submitted to the City after the Final EIR was <br /> completed. These proposed variations include prohibiting vehicle traffic on street extensions <br /> through the Project and wrapping all parking structures in housing. The City Council finds that <br /> these proposals would not reduce any significant impacts of the Project and do not represent <br /> additional alternatives to the Project because they would alter components of the Project, but <br /> are not alternatives to the Project as a whole. In addition, as explained in the Responses to <br /> Comments section of the Final EIR, one of the Project's three street extensions (Hurlingame) <br /> may be implemented as a pedestrian paseo under the Precise Plan, and Alternative 18.5 <br /> analyzes the inclusion of housing on the development site. <br /> Another comment suggested an off-site alternative to the Project, which would place the <br /> uses described in the EIR on "the unused vacant land owned by Stanford near the University <br /> and Medical Center." As explained in Final EIR Response to Comment L 9.01, the suggested <br /> site is subject to General Plan, Development Agreement and Community Plan constraints that <br /> do not allow the types of intensity of uses that have been proposed for the Project site. In <br /> addition, development of urban uses on this undeveloped land could result in greater impacts to <br /> biological resources, creek habitat and water quality, potential archaeological resources, and <br /> aesthetic resources than redevelopment of the Project site for the same uses. For these <br /> reasons, the alternative location suggested by the commenter is not considered to be a <br /> potentially feasible alternative capable of substantially reducing the impacts of the Project. <br /> Findings Regarding Adequacy of Range of Alternatives. The City Council finds that <br /> the range of alternatives evaluated in the EIR reflects a reasonable attempt to identify and <br /> evaluate various types of alternatives that would potentially be capable of reducing the Project's <br /> environmental effects, while accomplishing most but not all of the project objectives. The City <br /> Council finds that the alternatives analysis is sufficient to inform the City Council and the public <br /> regarding the tradeoffs between the degree to which alternatives to the Project could reduce <br /> environmental impacts and the corresponding degree to which the alternatives would hinder the <br /> City's ability to achieve the project objectives. <br /> ATTY/RES0.2901/STANFORD EIR CERTIFICATION RESO.#15294 <br /> REV:09-10-13 VR MUFF#100 <br /> Page 52 of 55 <br />
