8.A. - Page 17 EXHIK ' <br />EIR FOR THE LAUREL WAY PLANNED DEVELOPMENT PROJECT <br />FINDINGS AND STATEMENTS REQUIRED BY THE <br />CALIFORNIA ENVIRONMENTAL QUALITY ACT <br />INTRODUCTION <br />The City of Redwood City received an application for the Laurel Way Planned Development <br />project in July 2007. The proposed project included: <br />• A 5.1 -acre residential development involving 20 existing parcels <br />• Construction of a private roadway connecting to existing private streets <br />• Extension of City utilities to the residential lots <br />• Construction, installation, and maintenance of retaining walls and parking <br />areas along the new private roadway (extension of Laurel Way) <br />Rk Merger of three lots and subdivision into two lots, one of which would be an <br />open space lot serving the hillside development <br />• 18 new residences <br />The City of Redwood City prepared a Draft ETR, in compliance with the California <br />Environmental Quality Act (CEQA) and the CEQA Guidelines. The purpose of the EIR is to <br />inform the decision makers and the public of the potential environmental impacts that may result <br />from implementation of the proposed project. The Draft EIR was released for public review on <br />February 22, 2010. A 45 -day review period was provided, through April 7, 2010, to allow the <br />public and agencies to comment on the adequacy of the Draft EIR. <br />The Draft EIR was sent to the State Clearinghouse (State Clearinghouse # 2009012058) for <br />review by participating State agencies, pursuant to CEQA Guidelines. A letter was received from <br />the Clearinghouse stating that the project has complied with its review requirements for draft <br />environmental documents under CEQA. <br />The City received 11 comment letters on the Draft EIR. Comments on the project were also <br />presented at the April 6, 2010 Planning Commission public hearing. Public and agency <br />comments, and the City's responses to the comments, were provided in the August 2010 Final <br />EIR. <br />The applicant subsequently withdrew the application and submitted a revised application in <br />September 2011 to respond to public comments. The project revisions included: <br />Eliminating two lots from the project area and reducing the total project area <br />to 4.75 acres <br />Reducing the number of proposed residences from 18 to 16 <br />Changing the originally proposed open -space lot to an open space easement, <br />with the same acreage and dimensions as the originally proposed open space <br />lot <br />
