8.A. - Page 31 <br />Impact: Construction of the project would result in removal of trees and could result in <br />inadvertent damage to trees. Tree health may decline during post -construction due <br />to the change in project site conditions. <br />Mitigation: Mitigation Measure Biology -3: The applicant shall submit landscaping plans for <br />the review and approval of the City of Redwood Planning, Housing, and <br />Economic Development Department and the City Landscape Architect prior to <br />building permit issuance for each phase of the project. A landscaping plan shall be <br />submitted for the construction activities in Phase I, and separate landscaping plans <br />shall be submitted for each of the residences in Phase II. The landscaping plan <br />shall indicate the species, placement, and size of all new proposed trees and <br />shrubs. The landscaping plan shall be required to meet the species, placement, and <br />minimum size requirements as outlined by the City Landscape Architect. <br />Minimum tree size for replacement trees shall be no smaller than 15 gallons. The <br />landscaping plan shall also indicate which of the younger existing trees on the site <br />may be suitable for transplantation. Tree transplantation may be required at the <br />discretion of the City Landscape Architect. Mitigation Measure Biology -3 <br />indicates that the minimum replacement tree size shall be 15 gallons. Studies have <br />shown that the growth rate of such smaller sized trees often exceeds that of more <br />mature 24 -inch box or 36 -inch box specimens, likely due to the younger tree's <br />greater ability to adapt to its new environment. While a 24 -inch or 36 -inch box <br />tree may be able to provide greater screening initially, 15 gallon trees tend to <br />provide mature screening in a shorter span of time. <br />Mitigation Measure Biology -12: None of the 45 trees proposed for removal in <br />Phase 11 may be removed until the applicant has complied with mitigation <br />measure Biology 13. The removal of these 45 trees shall be reviewed on a lot by <br />lot basis as each property owner requests a building permit for each residence. <br />Approval for tree removals shall be granted concurrently with residential building <br />permits. <br />Mitigation Measure Biology -13: Upon submittal of an improvement agreement <br />and plan for the roadway, utility, and drainage improvements and/or building <br />permits for individual building permits for construction of residences, the <br />applicant or individual lot owner shall submit a tree valuation report identifying <br />the number of trees to be removed from the lot(s) and their value based on <br />species, size, and condition for review and approval by the City Landscape <br />Architect. The report shall include detailed plans for the replacement of the <br />removed trees. Trees must be replaced in kind and quantity to the satisfaction of <br />the City Landscape Architect. The applicant shall comply with the approved <br />report, including implementation of the tree replacement plan. <br />Mitigation Measure Biology -14: A certified arborist, registered consulting <br />arborist, or registered professional forester shall be retained to act as the Project <br />Arborist. The Project Arborist's role shall be to monitor construction activities <br />that may impact the health of the trees onsite. This monitoring activity shall <br />include ensuring that the applicant adheres to and implements the Tree Protection <br />Plan (Ralph Osterling Consultants 2007), which shall include: <br />15 <br />
