8.A. - Page 45 <br />e) Recommendations to reduce impacts to the drainage improvements <br />from expansive soils; <br />f) Recommendations to reduce the potential for post -construction slope <br />instability in the vicinity of site improvements; <br />g) Recommendations for general site grading, including cuts, fills, and <br />corrective grading measures; and <br />h) Recommendations for stabilizing home sites by supporting the <br />homes and any site retaining walls on drilled piers. <br />Finding: Implementation of Mitigation Measures Geology -1 and Geology -2 would reduce <br />impacts from expansive soils, subsidence, and soil collapse to a less than <br />significant level. <br />Facts in Support of Finding: Implementation of Mitigation Measure Geology -1 would reduce <br />impacts from expansive soil, subsidence, and soil collapse for residences and <br />utility improvements/roadways by requiring implementation of the <br />recommendations included in the geotechnical feasibility documents prepared for <br />the site. Implementation of Mitigation Measure Geology -2 would reduce impacts <br />from expansive soil, subsidence, and soil collapse for residences, drainage <br />improvements, and roadways by requiring completion of design -level <br />geotechnical investigations for each lot and the utility improvements on Laurel <br />Way and implementation of the recommendations resulting from the <br />investigation. Impact 3.5-3 and proposed mitigation are described on Draft EIR <br />pages 3.5-15 and 3.5-16 and Revised Final EIR pages 4-17 through 4-20, which <br />are hereby incorporated by reference. <br />Impact 3.5-4 <br />Impact: Serpentinite has been mapped in the project area and has the potential to contain <br />asbestos. Construction activities such as excavation, grading, and drilling have the <br />potential to release naturally occurring asbestos into the air. The project would <br />have the potential to expose people to asbestos from construction in serpentinite <br />rocks and soils. <br />Mitigation: Mitigation Measure Geology -1: All recommendations in the TRC Lowney <br />(2007), Cornerstone Earth Group (2008), and Treadwell & Rollo (2008a and <br />2008b) geotechnical feasibility documents, included in Appendix E, shall be <br />implemented. These measures include the following: <br />a) All undocumented fills beneath pavement, driveway, or other hard- <br />scape areas shall be removed down to native soil and replaced with <br />compacted engineered fill. <br />b) All undocumented fills beneath proposed structures shall be removed <br />down to native soil and replaced as compacted engineered fill, unless <br />the structures are supported on drilled pier foundations, which derive <br />support from the underlying native soils and bedrock. <br />29 <br />
