APPENDIX A: MITIGATION MONITORING AND REPORTING PLAN <br />riPj#tigation Measure <br />Air Quality <br />Recommended Measure Air Quality -1: The following control measures from <br />the BAAQMD CEQA Air Quality Guidelines 2009, Table 8-2, shall be <br />implemented in order to reduce air pollutant emissions during project <br />construction: <br />a) Water all exposed surfaces (e.g. parking areas, staging areas, <br />soil piles, graded areas, and unpaved access roads) at least <br />twice daily. <br />b) Cover all trucks hauling soil, sand, and other loose materials <br />offsite. <br />c) Remove all visible mud or dirt track -out onto adjacent roads using <br />wet power vacuum street sweepers at least once per day. Dry <br />power sweeping would not be allowed. <br />d) Limit vehicle speeds on upaved roads to 15 mph. <br />e) Complete paving of roadways, driveways, and sidewalks as soon <br />as possible. Lay building pads as soon as possible after grading <br />unless seeding or soil binders are used. <br />f) Minimize idling times either by shutting equipment off when not in <br />use or reducing the maximum idling time to 5 minutes (as <br />required by the California air toxics control measure Title 13, <br />Section 2485 of California Code of Regulations). Provide clear <br />signage for construction workers at all access points. <br />g) Maintain and properly tune all construction equipment in <br />accordance with manufacturer's specifications. A certified <br />mechanic shall check all equipment prior to operation to <br />determine it is in proper condition. <br />h) Post a publicly visible sign with the telephone number and person <br />to contact at the Lead Agency regarding dust complaints. This <br />person shall respond and take corrective action within 48 hours of <br />any complaints.
