8.A. - Page 115 <br />n _r% in <br />-3- <br />Among the major issues to be addressed in the EIR are: <br />1. Grading and removal of trees. <br />2. Revisions to the plans and specifications to meet current materials and <br />construction quality standards and provided an updated geologic report. <br />Additional analysis of the stormwater discharge must be done to mitigate <br />possible erosion, flooding or siltation in the natural waterway <br />downstream from the point of discharge. <br />3. Sequencing of improvements to proceed in succession for both sides of <br />the street. Work on both sides of the street must be done together <br />because retaining walls are needed to support the roadway. <br />4. The responsibility for maintenance of Laurel Way improvements must be <br />decided as follows: <br />Alternate A - Dedication to the City of each street parcel as <br />development proceeds. This will require City Council amendment <br />of appropriate ordinance(s). <br />Alternate B - At the outset, all owners enter into an agreement <br />to maintain the street improvements as a private street and grant <br />Public utility Easements to the City for the maintenance of <br />water, sewer, gas, electric and storm drainage facilities. <br />In either event, determination as to the adequacy of the street <br />improvements for public health and safety purposes (e.g., use by fire <br />apparatus, other emergency vehicles) must be made. <br />5.
