ATTACHMENT <br />8.A. - Page 134 <br />REPORT <br />To the Redwood City planning Commission <br />From Plannina Staff <br />March 26, 2013 <br />SUBJECT <br />Laurel Way Joint Venture Project Revised Environmental Impact Report and Planned <br />Development Permit and Lot Combination Considerations <br />RECOMMENDATION <br />By Resolution (Attachment 1), certify the Revised Final EIR for the Laurel Way Planned <br />Development; <br />By Resolution (Attachment 2), approve the Lot Combination and master Planned <br />Development Permit for the Laurel Way Planned Development <br />BACKGROUND <br />In 2007, the City of Redwood City CCity") received an application for a master Planned <br />Development (PD) Permit for a 5.1 acre residential development, construction of a <br />private roadway connecting to existing private streets, extension of city utilities to the <br />residential lots, and construction, maintenance, and installation of retaining walls and <br />parking areas along the new street (extension of Laurel Way), and <br />con servationldrain age easement serving the hillside development. The project area was <br />comprised of 20 existing hillside lots, owned by 16 different parties. Typically projects of <br />this size are proposed by a project developer; however, in this instance the project <br />applicant consisted of a group of property owners, commonly known as the Laurel Way <br />Joint Venture (LWJV). Since there isn't a single developer for this project, it is <br />imperative that the Conditions of Approval will assure the proper installation and on- <br />going maintenance of the roadway, and other on-site and off-site improvements within <br />the project area. These conditions will also require that all off-site and on-site <br />improvements (roadway, curbs, retaining walls, etc.) be made before the construction of <br />any residences within the project area. lastly, because these lots are owned by <br />different parties with different long-term interests, with the possibility that some may sell <br />their lots in the near future, it is all the more crucial that the conditions clearly inform all <br />future buyers of individual lots that all required infrastructure improvements be <br />completed before individual lots can be developed. <br />Over the next several years the City worked with its consultants, the community, and <br />the project applicant group on the refinement of project materials for the master PD <br />permit, technical studies, scoping and preparation of a Draft Environmental Impact <br />Report (EIR), in compliance with the California Environmental Quality Act (CEQA) and <br />the CEQA Guidelines. The purpose of the EIR is to inform the decision makers and the <br />public of the potential environmental impacts that may result from implementation of the <br />proposed project on portion of Laurel Way. The Draft EIR was released for public review <br />on February 22, 2010. A 46 day review period was provided, through April 7, 2010, to <br />allow the public and agencies to comment on the adequacy of the Draft EIR. <br />
