8.A. - Page 160 <br />Mitigation Measure Biology -9: A temporary cofferdam shall be installed <br />upstream of the work area if the drainage is flowing during road grading, culvert <br />installation, or any construction activity involving the drainage. Water shall be <br />diverted through a temporary pipe around the work area and routed back into the <br />drainage downstream of the work area. If necessary, a pump may be utilized to <br />help displace the water. The cofferdam, pipe, and pump would be removed after <br />work is completed and the drainage would be returned to its original condition. <br />Mitigation Measure BioloV40: A Best Management Practices (BMPs) Plan <br />shall be developed and put in place prior to the initiation of project activities. The <br />BMP Plan shall be submitted for the review and approval by City staff prior to the <br />issuance of any permits for the construction of Phase C of the project. The RMPs <br />shall include silt fencing and/or straw bale barriers to be placed as necessary <br />along the edge of construction activities leading to the drainage area to prevent <br />particle laden runoff and wet soil sloughing from occurring outside of the <br />construction area. Disturbed soils shall be re -vegetated as soon as possible with <br />grass or other appropriate native vegetation. Re -vegetation shall be performed in a <br />timely manner to avoid soil erosion from rain or wind. The applicant shall <br />implement the approved BMF Plan. <br />Finding: Implementation of Mitigation Measures Biology -7, Biology -8, Biology -9, and <br />Biology -10 would reduce construction impacts to potentially jurisdictional <br />wetlands to be less than significant. <br />Facts in Support of Finding: Mitigation Measure Biology -7 would require <br />consultation with ACOE to determine which, if any, wetlands on site are <br />jurisdictional and to verify the boundaries of the wetland to allow for mitigation <br />to reduce impacts to wetlands to a less-tI m -significant level. Mitigation Measure <br />Biology -8 would require that the applicant obtain and comply with permits <br />pertaining to water bodies, as necessary, from ACOE, CDFG, and the Regional <br />Water Quality Control Board; this permit would require compensation for impacts <br />to wetlands. This compensation will result in less than significant impacts to <br />wetlands. Mitigation Measure Biology -9 would require installation of a temporary <br />cofferdam to divert water, with a pipeline that diverts the water around the project <br />site and back into the downstream drainage to divert flow around the project area <br />during grading for the road and installation of a culvert. N itigation Measure <br />Biology 10 would require a SMP plan that includes measures to reduce siltation. <br />These mitigation measures would reduce impacts to potentially jurisdictional <br />wetlands to be less than significant. <br />Impact 3.3-3 and proposed mitigation is described on pages 3.3-17 through 3.3-19 <br />of the Draft EIR and page 4-8 of the Revised Final EIR, which are hereby <br />incorporated by reference. <br />Impact 3.3.5 <br />14 <br />
