8.A. - Page 229 <br />RESOLUTION NO. 13al5 <br />A RESOLUTION OF THE PLANNING COMMISSION OF THE <br />CITY OF REDWOOD CITY APPROVING A PLANNED <br />DEVELOPMENT PERMIT AND LOT COMBINATION FOR THE <br />LAUREL WAY JOiNT VENTURE PROJECT <br />WHEREAS, Applicant, Laurel Way Joint Venture CLWJV"), proposes a <br />4.75 acre residential development; construction of a private roadway connecting <br />to existing private streets; extension of utilities to the residential lots; <br />construction, maintenance, and installation of retaining walls and parking areas <br />along the new private street (extension of Laurel Way); a 34ot combination and a <br />conservationldrainage easement; as well as the construction of 16 new <br />residences (collectively, the Project); and <br />WHEREAS, the Project involves two phases: <br />Phase I — The construction of the Phase I improvements, including <br />the new paved private roadway, pedestrian paths, utilities (including water, <br />sanitary sewer, gas, electrical, telephone, and cable tv) and sewer <br />connections to the City's, County's, or private sewer systems (as <br />appropriate), retaining walls, landscaping, drainage infrastructure, and <br />planting of all proposed replacement trees within the private street along <br />the shared side property lines between lots, and in the proposed bioswale <br />and drainage areas; <br />Phase 11 - The construction of the individual residences. Phase II <br />cannot commence until Phase I has been completed to the satisfaction of <br />the Community Development Director, and <br />WHEREAS, the Planning Commission of the City of Redwood City <br />("Commission') Is empowered by the Zoning Ordinance to act upon applications <br />for Planned Development (PD) Permits; and <br />WHEREAS, the City's consultant, Panorama Environmental Inc., prepared <br />an Environmental Impact Report (including a Draft Environmental Impact Report, <br />a Final Environmental Impact Report, and a Revised Final Environmental Impact <br />Report; collectively, "Revised Final EIRI pursuant to the requirements of the <br />Califomia Environmental Quality Act (Public Resources Code Section 21000 of <br />seq.; hereafter, "CEQA") and the Guidelines for Implementation of th® California <br />Environmental Quality Act (Title 14 Caltfomia Code of Regulations Section 15000 <br />of seq.; hereafter "CEQA Guidelines") on behalf of the City's Community <br />Development Department; and <br />ATTYME50.2841/APPRWING THE LAUREL WAY PD PERMIT <br />REV: 03-18-13 VR <br />Paye 1 of 14 <br />
