8.A. - Page 306 <br />S.A. - Page 64 <br />Laurel way Joint Venture <br />Laurel Way Area Neighhomn Association <br />April 15, 201 1 <br />Page 3 <br />City gaff has concluded that seetkm 32.2, 33.2, and 146.7, talmn together, thus authorize <br />development of the existing lots within the Laurel Way Project, but only through the Planned <br />Development Perni t process. <br />In 1988 and again in 2000, the City Coun cR provided policy direction that, .prior to finther <br />development of individual lots in the Laurel Way area, a full envimni nmW impact report should be <br />prepared which comprehensively analyzes the cumulative develop rut of full buildout of those lots. <br />In July, 2007, the Laurel Way Joint Venture submitted an application for a Planned <br />Developmrera Perimit and for a Vesting Tentative Map for the Laurel Way Project, which initiated an <br />enviromnental review process with the City. The application proposed development of 18 homes in <br />the Project area. The VIM provided for merging three of ft lots mto two lots► one of which would <br />be left as open space. The rw ainimg 17 lots would remain largely in the same configuration as they <br />cunmtly are, but the VTM proposed minor adjustments to their respective boundaries to <br />accommodate development of a iargear access road. <br />The City proceeded with preparation of both a Draft and then a propoW Final EIR for this <br />proposed project, with such preparation funded by the Laurel Way Joint Venture. The City retained a <br />planning consulting firm, RMT, Inc., to prepare the EIR. The City published the Draft EIR in <br />February 2010 and then circulated it for public review and comment. In August, 2010, the City <br />published a proposed Final EIR, which included responses to an public comet® received during the <br />•corn nwW period. <br />Before the Draft EIR was prepared, the Joint Venture retained several engineering finny to <br />conduct onvironrawtal studies of the potential cumulative impacts of Project development, including <br />geologic/geoteeWiaal studies, hydrologic storm drainage anatyses, traffic studies, and analyses of <br />biological impacts. The City's EIR cortsultant, RMT, Inc., retained separate engineering consultants <br />in each of these fields to conduct independent peer reviews of each of these studies. The Draft OR <br />summarizes the analyses from all of these studies, which are also reproduced in full in Appy E of <br />the Draft ETR. <br />On August 24, 2010, while the deveIopment applications were still pending, the City's <br />Planning Commission voted to certify the Final EIR LWANA appealed that certification to the City <br />Council. With the concurrence ofboth the Laurel Way Joint Venture and LWANA, City staff <br />deferred the scheduling of that appeal for a hearing before the City Council pending Plam* <br />Commission action on the development applications themselves. <br />On December 7, 2010, the Planning Commission held a public hearing to consider the <br />applications for the Planned Development Permit and the Vefto Tentative Map. In its staff report <br />for that hearing, City staff recommended against approval of the Project as proposed by the Joint <br />
