F. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 23, 2013 <br />SUBJECT <br />Agreement between the San Mateo County Superintendent of Schools and the City of <br />Redwood City for San Mateo County Child Care Partnership Council Services <br />RECOMMENDATION <br />Approve by motion and authorize City Manager to execute the agreement between <br />City of Redwood City and San Mateo County Superintendent of Schools for County to <br />partially fund City's Child Care Coordinator and provide services to Child Care <br />Partnership Council Services. <br />BACKGROUND <br />The City's Child Care Coordinator ("Coordinator") position provides consultation <br />services between child care businesses and City departments; delivers information and <br />referral services to providers, parents and the School District; and supports numerous <br />City's General Plan policy and program initiatives as described in: Program BE -101 <br />(Child Care Consultation); Program BC -34 (Child Care Zoning); Program BC -35 (Child <br />Care Impact Fee or Inclusionary Ordinance); Program BC -36 (Child Care/Preschool <br />Information and Referral Services); Program BC -37 (Child Care Facilities in Transit <br />Stations and Large Development Projects); Program BC -38 (Preschool and Day Care <br />Educational Needs Support); Program BC -39 (Comprehensive Child Care Plan); <br />Program BC -40 (Child Care Subsidies Legislation Support); and Program BC -41 <br />(School District Child Care and After -School Program Support). <br />The San Mateo County Superintendent of Schools ("Superintendent") is the lead <br />agency and fiscal agent for the San Mateo County Child Care Partnership Council <br />("CCPC"). The Superintendent and CCPC have requested that the Coordinator provide <br />services in support of their work through the remainder of the fiscal year. The purpose <br />of the CCPC is to collaboratively develop, promote and update a plan for a <br />comprehensive, countywide childcare and development system. It provides a <br />community venue where the impact of state and federal child care and family policies, <br />proposed legislation or regulation can be examined from multiple viewpoints. <br />ANALYSIS <br />The Child Care Coordinator position used to be a full FTE, however, was reduced to <br />half time due to past budget reductions. Council requested that staff continue to work <br />with our community partners to try to add back more hours to this position when <br />possible.
