<br /> . . . <br /> Redevelopment Agency Executive Director Church presented the staff report. In <br /> response to questions ftom Director Sanfilipo, Mr. Church described the unusual <br /> - circumstances and sense of urgency surrounding these properties; the speed with which the <br /> agency acquired them; the need for property management oversight; and the demolition <br /> schedule. Director Church described the disastrous conditions of the properties and the <br /> desire to have immediate management. Director Church described the services included in <br /> the agreement, and reported that Bay View Federal Bank, the previous owner, had advised <br /> the Agency that Associated Capital Consultants Inc., had done a good job managing the <br /> properties for them. Director Church and City Manager Everett described the issues of <br /> liability; legal requirements for minimum habitable standards that the Agency must <br /> maintain; the 30-day written Notice to Tenninate clause in the management contract; and <br /> the problem of people breaking into the boarded up buildings and taking up residence. <br /> Directors Sanfilipo, Claire and Steinfeld asked for additional infonnation regarding <br /> specific services covered by the proposed agreement and suggested that the Agency enter <br /> into negotiations with the management company to specify additional services and consider <br /> a cap on costs. The Directors agreed that after this agreement had been renegotiated it <br /> could be brought back for approval on the Consent Calendar. <br /> MIS: CLAIRE/STEINFELD TO REFER THIS MATTER BACK TO STAFF FOR <br /> AMENDMENT OF PARAGRAPH 4 (B) (I) AND (3) CLARIFYING PRECISE <br /> SERVICES TO BE PROVIDED; AND TO ADD TO THE AGREEMENT THAT ANY <br /> ADDITIONAL COSTS MUST BE SUBMITTED TO THE REDEVELOPMENT <br /> - AGENCY FOR APPROVAL;. <br /> CARRIED BY UNANIMOUS VOICE VOTE. <br /> MINUTE ORDER NO.
