09/23/2013 <br /> WHEREAS, on February 21, 2012, the Planning Commission held a duly noticed <br /> public hearing and received public testimony on the DEIR. The City received a number <br /> of letters and emails from the public, responsible agencies, and interested parties and <br /> recommendations from the City's Historic Resources Advisory Committee (HRAC), <br /> during and after the DEIR public review period; and <br /> WHEREAS, the City prepared written responses to the comments received <br /> during the comment period and included these responses in the Final Environmental <br /> Impact Report for the Stanford in Redwood City Precise Plan Project (together with the <br /> Draft EIR, the "Final EIR") and prepared a separate document entitled "Mitigation <br /> Monitoring and Reporting Program for the Stanford in Redwood City Precise Plan <br /> Project."; and <br /> WHEREAS, on September 9, 2013, the City Council held a duly noticed public <br /> hearing on the Final EIR and this Development Agreement; as well as the following <br /> Project approvals: a proposed Zoning Map Amendment to rezone the Project area to <br /> Planned Community District in order to implement the Project, Zoning text amendments <br /> that provide for the ability to adopt alternative PC permit procedures and findings for <br /> property that is subject to a development agreement, and the Stanford in Redwood City <br /> Precise Plan; and <br /> WHEREAS, in compliance with California Environmental Quality Act regulations, <br /> on September 9, 2013, the City Council of the City of Redwood City certified the Final <br /> EIR for the Stanford Project; and <br /> WHEREAS, on September 9, 2013, the City Council introduced an ordinance to <br /> rezone the existing Industrial Restricted (IR) zoning district for the real property that is <br /> bisected by Broadway and generally bounded by Highway 101, Douglas Avenue, Bay <br /> Road and Second Avenue (Assessor's Parcel Numbers 054-141-180, 054-141-220, <br /> 054-141-230, 054-151-240, 054-141-200, 054-141-210, 054-133-190, 054-133-200, <br /> 054-150-120, 054-150-140, 054-150-150, 054-150-160, 054-150-170, 054-150-180, <br /> 054-150-190, and common area A) to Planned Community (P) zoning district on the <br /> Zoning Map ("Zoning Map Ordinance"); and <br /> WHEREAS, on September 9, 2013, the City Council introduced an ordinance <br /> approving Zoning text amendments that provide for the ability to adopt alternative PC <br /> permit procedures and findings for property that is subject to a development agreement; <br /> and <br /> WHEREAS, on September 9, 2013, the City Council adopted a resolution <br /> approving the Stanford in Redwood City Precise Plan contingent upon the <br /> effectiveness of the Zoning Map Ordinance and this Ordinance ("Precise Plan <br /> Resolution"); and <br /> WHEREAS, upon approval of the DA, the Developer can be assured that the <br /> development of 35 acres of the Precise Plan area can proceed without disruption <br /> caused by a change in City planning and development policies and requirements, which <br /> ATTY/ORD.393/APPROVAL OF STANFORD DA ORD.#2400 <br /> REV:08-29-13 VR Formerly MUFF#100 <br /> Page 3 of 5 <br />
