Exhibit A <br /> 4.2-Address Comments from Outside Groups <br /> During the last Housing Element cycle, the Non-Profit Housing Association of Northern <br /> California submitted detailed comment letters to the City and HCD, which required <br /> responses. This effort prolonged HCD review, as HCD considered these comments. <br /> Consultant is available to assist in a similar capacity for this Housing Element as <br /> consultant did during the last Housing Element update, providing written responses to such <br /> comment letters. As consultant cannot fully anticipate the depth and scope of comments <br /> from private parties,—or if such comments will be submitted this time and require similar <br /> treatment—consultant has provided an allowance for this task in the program budget. If <br /> additional effort is required beyond this allowance, consultant will bill for additional work on <br /> a reimbursable basis with prior written authorization from the City. <br /> Task 5 -CEQA Compliance <br /> 5.1-Initial Study and(Mitigated)Negative Declaration <br /> The consultant anticipates that the Housing Element will be consistent with land use policy <br /> in the adopted General Plan, and consultant will therefore tier from the General Plan EIR for <br /> Housing Element CEQA documentation. Consultant will utilize the generic initial study and <br /> list of resources provided by the 21 Elements team as a starting point for our analysis. <br /> Consultant will prepare a preliminary draft Initial Study for City staff review. Upon receiving <br /> staff's comments, consultant will prepare a Draft Initial Study/ (Mitigated) Negative <br /> Declaration for public circulation and review. <br /> At the conclusion of the 30-day public review, consultant will revise the Draft Initial Study/ <br /> (M) ND as necessary to respond to public comments on the document. If necessary, a <br /> Mitigation Monitoring Program with appropriate mitigation measures will accompany the <br /> Final (Mitigated) Negative Declaration. All documents will be submitted to the City <br /> electronically. The City will be responsible for circulating the Initial Study, processing and <br /> filing required notices, as well as placing and paying for newspaper ads and paying all <br /> required filing fees. <br /> Task 6 - Hearings, Adoption, and Final Housing Element <br /> 6.1-Public Hearing Draft Housing Element <br /> Following HCD review and determination that the Draft Housing Element complies with State <br /> Housing Element law, consultant will prepare a version for review by the public and decision <br /> makers. The Public Hearing Draft Housing Element will be provided to the City in electronic <br /> version. Following City Council adoption and HCD's final review, consultant will provide the <br /> final Housing Element to the City in PDF and Word versions, along with the GIS data linked <br /> to the Sites Inventory map. <br /> 6.2-Hearings <br /> As needed, consultant will prepare a PowerPoint presentation to be used during the public <br /> hearings. Consultant staff will attend public hearings for adoption of the Draft Housing <br /> Element and certification of the Final (Mitigated) Negative Declaration.
