EXHIBIT"A" <br /> SCOPE OF SERVICES <br /> Task 1 — Project Initiation and Ongoing Coordination <br /> Consultant will conduct a kick-off meeting via telephone conference call with City <br /> staff to refine the work scope and identify key project team roles. The focus of this <br /> kick-off ineeting will also be to begin scheduling community outreach activities and <br /> discussing potential stakeholders to invite to the meeting. For the duration of the <br /> project, Consultant's project manager will conduct regular phone calls with City staff <br /> to ensure project coordination and to support close collaboration. These calls will <br /> allow the team to review project status and to discuss issues and plan the <br /> community engagement meeting. Consultant will continue to coordinate with staff <br /> from the 21 Elements team to clarify roles and labor responsibilities related to <br /> crafting the Housing Element. <br /> Task 2 — Community Engagement Meeting <br /> Housing Element Workshop/Study Session to Inform the Drafting of the <br /> Housing Element <br /> State Housing Element law requires that meaningful public outreach be included as <br /> part of the Housing Element update process. Consultant anticipates that a <br /> successful way to solicit input on housing issues will be to hold a joint meeting with <br /> the Housing and Human Concerns Committee and Planning Commission, combined <br /> with a public forum open to the community. Consultant will assist City staff in <br /> identifying stakeholders and interested parties to invite to the meeting. City staff will <br /> prepare and distribute a public notice to advertise the meeting. Consultant will <br /> prepare an invitation template regarding the workshop, which the City will distribute <br /> to stakeholders and interested parties. <br /> Consultant will prepare a PowerPoint presentation for the workshop to introduce the <br /> participants to Housing Element law and explain why it is being updated. <br /> Consultant would like to use this meeting to review key policy objectives and <br /> assess their continued relevance, as well as introduce best practices. Consultant <br /> will organize and lead the study session, attending and facilitating the meeting; a <br /> graphic recorder will attend as well. Consultant anticipates that materials will be <br /> presented in the form of a PowerPoint (digitally); however, a limited number of <br /> exhibit boards (no more than three) may also be prepared by Consultant. Consultant <br /> will work closely with Redwood City staff to refine the scope of the community <br /> engagement meeting to best solicit public feedback on housing policy. <br /> Following the meeting, Consultant will prepare a meeting summary for submittal to <br /> the City in electronic format. <br /> ATTY/AGR/2013.160/MIG CONTRACT FOR HOUSING ELEMENT SEPTEMBER 2013 <br /> REV:09-09-13 VR <br /> Page 5 of 6 <br />
