<br /> Redevelopment Agency Executive Director Church presented the staff report and <br /> provided background on the subject property's integration into the Redevelopment Area by <br /> the Agency Board in October 1994, dependent on other factors such as the car dealership <br /> moving ttom the site. Director Church advised that the Agency board had adopted a <br /> Specific Plan for this site in September 1994 and showed overheads of the property. When <br /> the Agency adopted the City's Specific Plan as the Redevelopment Plan for this parcel and <br /> prioritized the options, the number one priority was for new retail use. <br /> Director Church advised that in October 1994, the Agency staff sent out offers to <br /> participate to the interested parties, and the respondents had to mid-November to return a <br /> one-page response, no plans were required. The only respondent was Safeway. The staff <br /> is asking the Agency Board to select Safeway as the developer of this property, the only <br /> respondent, and authorize staff to negotiate with them. Director Church explained the <br /> owner participation process as described in state law. Director Church stated the options <br /> are to select Safeway, terminate the proceedings and go no further, or ask staff to reissue <br /> the offers of participation process and start over. Director Church showed a basic plan of <br /> two buildings, one along El Camino Real and one along Jefferson with a treatment in the <br /> center. <br /> In response to Agency Board Directors questions regarding the property owner's <br /> unwillingness to have the property developed, Director Church advised that it was up to <br /> the Agency to decide if the redevelopment project goes forward or not. Director Church <br /> advised that during the owner participation process the Agency Board followed the letter <br /> of the law and the rules adopted by the Agency Board in 1982 and updated in 1990. <br /> Director Church advised that at this point there has been 2 to 3 years of discussion and the <br /> interested parties were well aware of the process and had lots of opportunities to get <br /> involved. <br /> Chainvoman Gasparini called on those speakers who had submitted speaker's cards. <br /> Joe Steinfeld, 850 Main Street, Redwood City, referred to the Redevelopment Agency <br /> Study Session of December 5,1994, and the discussion of Sequoia Station. Mr. Steinfeld <br /> stated he was still looking for justification why the City invested $10 million in that <br /> project. Mr. Steinfeld asked why and how much the City will be asked to put up for this <br /> property at Jefferson and El Camino Real. Mr. Steinfeld commented on auto dealerships <br /> and the impacts on tax revenues when they move out of the City or to another site within <br /> the City. <br /> Redevelopment Agency Counsel Hildebrand advised that at the December 5, 1994, <br /> Study Session, Mr. Church stated that one of the positive effects of Sequoia Station project <br /> was the removal of blight which is well documented; and another positive effect was the <br /> creation of employment, possibly in excess of 500 new jobs, which is one of the stated <br /> policies of redevelopment law.
