<br /> I I II <br /> Housing Coordinator Jones-Thomas presented the staff report and described the <br /> objectives of the program, the criteria for qualification, and the issue of keeping the units <br /> - affordable over the life of the Redevelopment Plan, to January 17, 2024. In response to <br /> Council questions, Housing Coordinator Jones-Thomas described the marketing policies <br /> and third party administrator. <br /> Director Sanfilipo requested that the term "dependent children" be changed to read <br /> "dependents" to allow for the situation in which a person who was responsible for hislher <br /> parent could qualify for financial assistance. Assistant Redevelopment Agency Attorney <br /> Sorba advised that the latter case could qualify under a different criterion of the program, <br /> Section H, a stable relationship. City Attorney Sthritker explained why certain <br /> definitions were used, and described some of the additive factors, such as access to funds <br /> by the elderly dependent, which would create complex situations that would affect the <br /> qualification of the care person. City Attorney Schricker advised that the Program could <br /> be adopted and later amended, and asked the Agency Directors for direction in this regard. <br /> MEMO 1/214/95 <br /> Director Sanfilipo expressed his concern regarding lack of criteria prohibiting 2nd deeds <br /> of trust going behind certain types of first deeds of trust, to protect the interests of the City <br /> and the Agency. Assistant Redevelopment Agency Attorney Sorba advised that the <br /> proposed resolution addressed that issue by allowing for different language in the final <br /> documents. Mayor Gasparini asked Director Sanfilipo to meet with Housing <br /> - Coordinator Jones-Thomas and Assistant Redevelopment Agency Attorney Sorba to <br /> discuss this matter further and decide if the Program should be amended at a future date. <br /> MEMO 1/214/95 <br /> TITLE READ.
