Based on CONSULTANT's <br /> experience with several similar major interchange upgrade or replacement projects in District 4, <br /> an Initial Study (IS) with Proposed Negative Declaration (ND) (or Proposed Mitigated ND) and <br /> "routine" Environmental Assessment (EA) appears to be the appropriate document type for the <br /> following reasons: <br /> � Unlike a new controlled access freeway or a four-lane highway project in a new location, <br /> the proposed project is not an action that would significantly affect the environment (23 <br /> Code of Federal Regulations 771.115). <br /> � The project does not appear to the meet the criteria for a "complex" EA. The project is <br /> not expected to have alternatives with multiple purposes and locations, debate related to <br /> the purpose and need, strong public controversy, issues related to logical termini or <br /> independent utility, individual Section 4(f) determinations, complex Endangered Species <br /> Act issues, numerous cumulative impacts, or high mitigation costs. <br /> For purposes of defining this scope of work and cost estimate, CONSULTANT assumes the <br /> appropriate document will be an IS with a routine EA. CONSULTANT will prepare a Class of <br /> Action memo for Caltrans District 4 to provide to Caltrans Headquarters with a request for <br /> ATTY/AGR/2013.164/URS PROFESSIONAL SERVICES AGR <br /> REV:09-26-13 VR <br /> Page 47 of 78 <br />
