7.1.E. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 7, 2013 <br /> SUBJECT <br /> Amendment No. 1 to Professional Services Agreement with CSG Consulting Engineers, <br /> Inc. for on-call engineering services for development review, permitting, and inspection <br /> RECOMMENDATION <br /> By motion, approve and authorize the City Manager to execute Amendment No. 1 to <br /> Professional Services Agreement with CSG Consulting Engineers, Inc. in the amount of <br /> $120,000.00 to provide on-call engineering service for development review, permitting, <br /> and inspection for a total contract amount of $180,000. <br /> BACKGROUND <br /> On June 25, 2013, an agreement was executed with CSG Consulting Engineers, Inc. for <br /> professional services for on-call engineering service for development review, permitting, <br /> and inspection in the amount of $60,000. CSG has been working as in-house support <br /> for the Building Division for the past two years and was selected to assist Engineering <br /> project review because of its familiarity with the City's development processes. Under <br /> this contract, CSG provided development review and permitting for projects such as <br /> Crossing 900, One Marina, PG&E utility upgrade projects, and multiple single-family <br /> home projects among others. <br /> ANALYSIS <br /> Development activity within the City continues at a rapid pace. Through the end of <br /> August, the City had received 179 construction permit applications, a 48% increase over <br /> the number of permits at this same time in 2012. To maintain the quality of and <br /> responsiveness to requests for development review, permits, and inspections the City <br /> has enlisted the help of outside consultants to augment in-house staff in the <br /> Engineering Division. Outside assistance is especially required at this time because of <br /> staffing reductions due to retirement and job opportunities elsewhere. <br /> Amendment No. 1 provides for continued staff augmentation to respond to increased <br /> development activity and recent staff changes. The recommended increase in funding <br /> of $120,000 would bring the value of the Agreement to $180,000. <br /> Staff is proceeding with a RFP for these consulting services beyond this short term <br /> solution and will return to Council by year's end with a recommended solution. <br />
