7.3.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 7, 2013 <br /> SUBJECT <br /> Resolution of application requesting the Local Agency Formation Commission to <br /> approve extension of sewer service to 938 Upland Road, APN 058-272-140 <br /> RECOMMENDATION <br /> Adopt a resolution of application requesting the Local Agency Formation Commission to <br /> approve extension of sewer service to 938 Upland Road, APN 058-272-140 and <br /> determine the action to be exempt from CEQA. <br /> BACKGROUND <br /> The property owner of 938 Upland Road, APN 058-272-140, has requested sewer <br /> service from the City as they are applying to San Mateo County for a building permit to <br /> add to their existing single family home. The property owner is anticipating the County <br /> will require the property owner to secure a new sewer connection and service from the <br /> City of Redwood City. In order to facilitate this, the City must adopt a resolution of <br /> application and receive Local Agency Formation Commission's (LAFCo) approval to <br /> provide sewer service from the 8-inch sewer main that currently exists along the <br /> frontage of the western neighbor at 950 Upland Road. <br /> ANALYSIS <br /> Staff recommends that the City request LAFCo's approval to extend water service <br /> outside the City's jurisdictional boundaries to 938 Upland Road pursuant to Government <br /> Code Section 56133. LAFCo requires Council's authorization, by resolution, of requests <br /> made for new services. The sewer service connection proposed for the single family <br /> residence at 938 Upland Road is subject to the following conditions and fees: <br /> 1. LAFCo approval of the application for the proposed sewer service connection; <br /> 2. Property owner's payment of LAFCo's fees; <br /> 3. After approval of the construction drawings by the San Mateo County Building <br /> Department and upon application for new sewer service, property owner's <br /> payment of all applicable Redwood City fees, including connection fees <br /> associated with providing proposed sewer service; <br /> 4. Property owner is responsible for the design, construction, and connection of any <br /> sewer main modifications, expansions, or extensions necessary to provide <br /> capacity; <br /> 5. Property owner shall pay the fees for any encroachment permit in connection <br /> with improvements for new sewer service, and shall pay associated costs for <br /> plan review and inspections. <br />
