7.3.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 7, 2013 <br /> SUBJECT <br /> Annexation of Territory to the Emerald Lake Heights Sewer Maintenance District for <br /> Sewage Transmission, Treatment and Disposal Pursuant to Supplemental Agreement <br /> No. 36. <br /> RECOMMENDATION <br /> Approve, by resolution, the execution of Supplemental Agreement No. 36 with the <br /> County of San Mateo relating to sewage transmission, treatment and disposal; and <br /> consent to the annexation of Assessor's Parcel No. 068-120-360 to the Emerald Lake <br /> Heights Sewer Maintenance District . <br /> BACKGROUND <br /> On August 22, 1983, Redwood City ("City") entered into an Agreement for Sewage <br /> Transmission, Treatment and Disposal of Sanitary Sewerage with the County of San <br /> Mateo and the Emerald Lake Heights Sewer Maintenance District ("ELHSMD"). <br /> Pursuant to the Agreement, the County of San Mateo and the subject property owner, <br /> Patrick Mokhtarzadeh, have requested permission from the City to annex the property <br /> to the ELHSMD for sewer service. <br /> ANALYSIS <br /> The subject property is located within the City and is currently being served by a septic <br /> system. The closest sewer system the property can connect to is the system owned by <br /> the ELHSMD, which is administered by the County of San Mateo. The ELHSMD's <br /> sewer system eventually connects to the City's sewer system before entering the <br /> treatment plant. <br /> The Agreement allows for such annexation requests, subject to the following conditions: <br /> 1. Property owners pay the Wastewater Treatment Capacity Fee <br /> 2. Property owners pay the Sewer System Capital Facilities Fee <br /> 3. Execution of a Supplemental Agreement between the City and County. <br /> ALTERNATIVES <br /> Council may choose not to approve the annexation, which would be contrary to the <br /> ELHSMD Agreement approved by City Council on August 23, 1983. <br />
