8.A. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 7, 2013 <br /> SUBJECT <br /> General Vacation of Public Right-of-Way— Bradford Street <br /> RECOMMENDATION <br /> 1. Conduct a Public Hearing and adopt resolution vacating portion of Bradford <br /> Street. <br /> 2. By motion, approve and authorize the City Manager to execute a deed to transfer <br /> of fee title of the subject area to the adjacent property owner for use as part of a <br /> housing development at 601 Main Street. <br /> BACKGROUND <br /> The applicant for development of the adjacent parcel at 601 Main Street (Lennar <br /> Multifamily Investors, LLC.) requests that Redwood City vacate this unused portion of <br /> right-of-way. Pursuant to the California Street and Highway Code, Division 9, Part <br /> 3,Chapter 3, the City has the authority to take this action. The planned project for this <br /> site was approved by the Planning Commission subject to the vacation of the right of <br /> way and transfer of ownership to the parcel. <br /> Bradford Street was originally known as Holder Street and was realigned about 70 <br /> years ago. Originally, Bradford (Holder) Street did not intersect with Main Street at right <br /> angles as was common with early roadway configurations when pathways and trails <br /> evolved into surfaced streets. When the southwestern block at this intersection was <br /> subdivided years ago, Bradford (Holder) Street was realigned to perpendicularly <br /> intersect Main Street. Straightening the street created a 1,327 square foot trapezoidal <br /> shaped piece of land (Parcel A) that was not vacated as a public right-of-way at the <br /> time. This parcel of land became underutilized and is no longer used for public travel. <br /> ANALYSIS <br /> The City Engineer and Public Works staffs have determined that with the removal of any <br /> existing domestic water, gas or electrical service lines, Parcel A is unnecessary for <br /> present or prospective public purposes. A general vacation, rather than summary <br /> vacation, is required because there are public utilities in the parcel. PG&E has <br /> confirmed that it has no issues with the proposed vacation. <br /> A Resolution of Intention to vacate this portion of Bradford Street was adopted by this <br /> council on September 9, 2013. Public notification of this action was also ordered on that <br /> date. Public notification has been conducted as prescribed by law. This included the <br />
