8.B. - Page 23 <br /> SECTION 4.0 ENVIRONMENTAL CHECKLIST AND DISCUSSION <br /> OF IMPACTS <br /> This section describes the existing environmental conditions on and near the project area, as well as <br /> environmental impacts associated with the proposed project. The environmental checklist, as <br /> recommended in the California Environmental Quality Act(CEQA) Guidelines, identifies <br /> environmental impacts that could occur if the proposed project is implemented. <br /> The right-hand column in the checklist lists the source(s)for the answer to each question. The <br /> sources cited are identified at the end of this section. Mitigation measures are identified for all <br /> significant project impacts. "Mitigation Measures"are measures that will minimize, avoid, or <br /> eliminate a significant impact(CEQA Guideline 15370). Measures that are proposed by the <br /> applicant that will further reduce or avoid already less than significant impacts are categorized as <br /> "Avoidance Measures." <br /> 4.1 AESTHETICS <br /> 4.1.1 Existing Setting <br /> 4.1.1.1 Project Site <br /> The project site is located at 1410 Valota Road on a 31,107 sfparcel divided into two halves by an <br /> appro�mately three-foot tall chain-link and wood fence. The front half of the parcel (closest to <br /> Valota Road)is developed with a single-family, one-story residence. The residence was constructed <br /> in 1968 and has wooden siding and multi-paned windows (including a bay window)in the front of <br /> the structure. The residence is set back appro�mately 26 feet from Valota Road. A lawn,walkway, <br /> and other landscaping are located in front of the house, and a fenced-in side-yard is located on the <br /> east side of the house (see Photo 1). A mostly gravel driveway with some crumbling pavement is <br /> located along the western border of the site (see Photo 2). The driveway leads to a 225 sf parking <br /> area at the south side of the residence. An enclosed walkway that leads from the residence to a <br /> garage borders the parking area to the east(see Photo 3). South of the parking area is a three-foot <br /> fence that separates the front half of the property from the back half. <br /> The southern portion of the property is comprised mostly of small to medium sized fruit trees, garden <br /> beds, and weeds. The only structure standing in the back half of the property is an aged wooden <br /> gazebo (see Photo 4). The building materials from a former carport that was demolished are located <br /> in a stockpile on the northwestern portion of the back half of the site. The pavement associated with <br /> the former carport is still in place (see Photo 5). <br /> The site is not located on a scenic view corridor; nor is it visible from a designated or eligible State <br /> scenic highway. No scenic vistas or scenic resources are located on-site. <br /> 4.1.1.2 Surrounding Land Uses <br /> The project site is located in a residential neighborhood with one- and two-story single-family <br /> residences intermixed with multi-family residences. The site is bound by Valota Road to the north, <br /> two-story single-family residences to the east(see Photo 6), Redwood Creek to the south/west(see <br /> Photo 7) and a one-story single-family residence to the west. Redwood Creek in the vicinity of the <br /> project site does not have a riparian zone.
