7.1.B. - Page 1 <br /> RE PO RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> October 7, 2013 <br /> SUBJECT <br /> Amendment No. 1 to Agreement with Krupka Consulting for project management <br /> services for the US 101/84 Interchange Reconstruction Project <br /> RECOMMENDATION <br /> By motion, approve and authorize City Manager to execute Amendment No. 1 to <br /> Agreement for Professional Services with Krupka Consulting in the amount of $232,000 <br /> (for a total of $277,000) for project management services on the US 101/84 Interchange <br /> Reconstruction Project. <br /> BACKGROUND <br /> The City is starting work on the US 101/84 Interchange Reconstruction Project by <br /> initiating the Project Approval & Environmental Document (PA&ED) phase of project <br /> development in coordination with Caltrans and the Transportation Authority (TA). <br /> Because this will be a large and complex project, a specific project manager who can <br /> focus all of his energy on the coordination effort is appropriate. This is a one-off project, <br /> so training staff to handle the various complexities is not an efficient use of staff <br /> resources. Consequently, an RFQ was issued and staff determined that Krupka <br /> Consulting had the necessary experience in providing project management and advice <br /> for major transportation projects of this type. An Agreement was entered into on May <br /> 22, 2013 in the amount of $45,000 for an initial scope of work that focused on soliciting <br /> and evaluating proposals for the Project Approval and Environmental Document phase <br /> of the project. <br /> ANALYSIS <br /> Krupka Consulting will be responsible for engaging the PA&ED consultant, considered <br /> in a separate City Council item, coordinating with the San Mateo County Transportation <br /> Authority regarding funding, and coordinating with Caltrans regarding the Cooperative <br /> Agreement. Krupka Consulting has performed effectively and efficiently in its initial <br /> work and provided the necessary coordination with City staff. <br /> Staff has negotiated an amendment to the Agreement and recommends Council <br /> approve Amendment No. 1 which provides for project management services for the <br /> approximate two-year duration of the PA&ED phase of work. <br />
