8.B. - Page 36 <br /> MM AIR-1: • All exposed surfaces (e.g.,parking areas, staging areas, soil piles, graded <br /> areas, and unpaved access roads) shall be watered two times per day. <br /> • All haul trucks transporting soil, sand, or other loose material off-site shall <br /> be covered. <br /> • All visible mud or dirt tracked onto adjacent public roads shall be removed <br /> using wet power vacuum street sweepers at least once per day. The use of <br /> dry power sweeping is prohibited. <br /> • All vehicle speeds on unpaved roads shall be limited to 15 mph. <br /> • All roadways, driveways, and sidewalks to be paved shall be completed as <br /> soon as possible. Building pads shall be laid as soon as possible after <br /> grading unless seeding or soil binders are used. <br /> • Idling times shall be minimized either by shutting equipment off when not <br /> in use or reducing the ma�mum idling time to 5 minutes (as required by <br /> the California airborne to�cs control measure Title 13, Section 2485 of <br /> California Code of Regulations [CCR]). Clear signage shall be provided <br /> for construction workers at all access points. <br /> • All construction equipment shall be maintained and properly tuned in <br /> accordance with manufacturer's specifications. All equipment shall be <br /> checked by a certified mechanic and determined to be running in proper <br /> condition prior to operation. <br /> • Conspicuously post a telephone number and person to contact at the Lead <br /> Agency regarding dust complaints. This person shall respond and take <br /> corrective action within 48 hours. The Air District's phone number shall <br /> also be visible to ensure compliance with applicable regulations. <br /> 4.3.2.2 Odor Impacts <br /> The proposed project is a residential land use and would not create objectionable odors. (Less Than <br /> Significant Impact) <br /> 4.3.2.3 Impacts to the Project <br /> The BAAQMD adopted thresholds of significance for local community risk and hazard impacts <br /> apply to both the siting of a new source and to the siting of a new receptor. Local community risk <br /> and hazard impacts are associated with TACs and PM2.5 because emissions of these pollutants can <br /> have significant health impacts at the local leveL If emissions of TACs or PM2.5 exceed any of the <br /> thresholds of significance listed below,the proposed project would result in a significant impact: <br /> • Non-compliance with a qualified risk reduction plan; or, <br /> • An excess cancer risk level of more than 10 in one million, or a non-cancer(i.e., chronic or <br /> acute)hazard index greater than 1.0 would be a cumulatively considerable contribution; <br /> • An incremental increase of greater than 0.3 micrograms per cubic meter(µg/m3) annual average <br /> PM2.5 would be a cumulatively considerable contribution. <br /> As described above,the BAAQMD CEQA Air Quality Guidelines require that projects be evaluated <br /> for community risk when they are located within 1,000 feet of freeways,high traffic volume <br /> roadways (10,000 average annual daily trips or more), and/or stationary permitted sources of TACs. <br /> According to the BAAQMD database there are no stationary permitted TAC sources within 1,000 <br /> feet of the project site. The proposed project site is located appro�mately 550 feet from Virginia <br /> Avenue which has 11,000 average annual daily trips (AADT).
