8.B. - Page 55 <br /> 4.8.21 Hazardous Materials Impacts <br /> The project proposes to remove the existing single-family residence and to construct five new single- <br /> family residences. Operation of the project would not use,transport, dispose, or emit hazardous <br /> materials. The project would not result in a safety hazard as a result of airport use or wildfires; nor <br /> would it interfere with an emergency response or evacuation plan. (Less Than Significant Impact) <br /> As described above,there is one LUST located one half mile west of the project site. Groundwater <br /> in the vicinity of the LUST flows in an east-northeastern direction which is cross-gradient of the <br /> project site. Contaminants from this LUST would pass by the project site to the north and would not <br /> impact groundwater or soils beneath the site. Other documented LUSTs in the project area have been <br /> remediated and issued case closure status. None of the documented LUST sites in the project area <br /> are located on properties on or immediately adjacent to the project site and there is no risk of direct <br /> soil contamination from documented off-site sources. There are no known hazardous material <br /> conditions on or near the project site that pose a safety concern. (Less Than Significant Impact) <br /> The e�sting single-family residence at the project site was constructed in 1968 and could have lead <br /> based paint and/or ACMs. The project is required to conform to the following regulatory programs <br /> and to implement the following measures to reduce impacts due to the presence of ACMs and/or lead <br /> based paint: <br /> • In conformance with State and local laws, a visual inspection/pre-demolition survey, and <br /> possible sampling, shall be completed prior to the demolition of on-site structures to determine <br /> the presence of asbestos-containing materials and/or lead-based paint. <br /> • Prior to demolition activities, all building materials containing lead-based paint shall be <br /> removed in accordance with Cal/OSHA Lead in Construction Standard, Title 8, California <br /> Code Regulations 15321,including employee training, employee air monitoring, and dust <br /> control. Any debris or soil containing lead-based paint or coatings would be disposed of at <br /> landfills that meet acceptance criteria for the waste being disposed. <br /> • All potentially friable ACMs shall be removed in accordance with NESHAP guidelines prior <br /> to any building demolition or renovation that may disturb the materials. All demolition <br /> activities will be undertaken in accordance with Cal/OSHA standards contained in Title 8 of <br /> CCR, Section 1529,to protect workers from exposure to asbestos. <br /> • A registered asbestos abatement contractor shall be retained to remove and dispose of ACMs <br /> identified in the asbestos survey performed for the site in accordance with the standards stated <br /> above. <br /> • Materials containing more than one (1)percent asbestos are also subject to BAAQMD <br /> regulations. Removal of materials containing more than one (1)percent asbestos shall be <br /> completed in accordance with BAAQMD requirements. <br /> Conformance with aforementioned regulatory requirements would result in a less than significant <br /> impact from ACMs and lead. (Less Than Significant Impact) <br /> 4.8.3 Conclusion <br /> The proposed project would not result in hazardous materials impacts.
