The Nonpoint Source Program is administered by the Regional Water Quality Control <br /> Board(RWQCB)under the National Pollutant Discharge Elimination System(NPDES) General <br /> Permit for Construction Activities. Projects must comply with the requirements of the Nonpoint <br /> Source Program if they disturb one or more acres of soil. <br /> San Mateo Countywide Water Pollution Prevention Program <br /> The San Mateo Countrywide Water Pollution Prevention Program(SMCWPPP)was developed to <br /> assist co-permittees in implementing the provisions of the NPDES permit. This program was also <br /> designed to fulfill the requirements of Section 304(1) of the Federal Clean Water Act,which <br /> mandated that the Environmental Protection Agency develop NPDES application requirements for <br /> storm water runof£ The Program's Municipal Regional NPDES stormwater permit includes <br /> provisions requiring regulation of stormwater discharges associated with new development and <br /> development of an area-wide watershed management strategy. Any project that creates,replaces, or <br /> adds 10,000 sf of impervious surface must comply with the provisions of the NPDES permit. <br /> Redwood City Municipal Code <br /> Chapter 27A of Redwood City Municipal Code (Stormwater Management and Discharge Control <br /> Program) outlines the City's policies that govern the quantity and quality of stormwater discharge <br /> within the City. This program discusses exempted activities, illicit discharge prohibitions,broad <br /> watercourse protection objectives, and best management practices for new and redevelopment <br /> projects. <br /> Redwood City Zoning Ordinance <br /> Section 3212 of the City's Zoning Ordinance provides requirements related to stormwater treatment. <br /> The purpose of these requirements is to provide zoning standards that minimize the quantity of runoff <br /> and associated pollutants in stormwater runoff from developed sites to creeks,the stormdrain system, <br /> and ultimately,to the San Francisco Bay. According to the City's Zoning Ordinance, enhanced <br /> stormwater quality can be achieved through reduction of impervious surfaces,the protection of <br /> watercourses and riparian vegetation,providing for infiltration of stormwater on-site through <br /> vegetation and soils, and with engineered treatment systems. This section also requires that all new <br /> development, additions, and reconstruction are subject to the provisions of Chapter 27A of the City's <br /> Municipal Code. <br /> For the purpose of defining a protected watercourse per the City of Redwood City Zoning Ordinance, <br /> the concrete channelized portion of Redwood Creek located adjacent to the project site is not <br /> considered a protected watercourse. Section 22 of the Redwood City Zoning Ordinance defines,in <br /> part, a protected watercourse as a perennial or intermittent river, stream, creek,watercourse, <br /> waterway or channel including Redwood Creek and its tributaries upstream of Highway 101 to <br /> Bradford Street and upstream of El Camino Real. A segment of a watercourse located within these <br /> defined boundaries but located within concrete channels or culverts, as may be determined by the <br /> Engineering and Construction Division, is not considered a protected watercourse. Redwood Creek <br /> adjacent to the project site flows through an approximately eight-foot deep concrete lined drainage <br /> channel, and is not located within a riparian zone. The proposed design of the project will not <br /> impose undue loads on the concrete creek walls.
