8.B. - Page 208 <br /> Commissioner Holt asked about the definition of cafes and if it would be what he'd said <br /> in his comment about cafes being a place where someone stands and orders at a <br /> counter and takes food to a table. <br /> Mr. Zack replied yes. <br /> Commissioner Tabing asked how Staff came to the conclusion that a change was <br /> needed with the changes involving shifting from a standard to a guideline and maximum <br /> establishment length. <br /> Mr. Zack stated it was a challenge for some projects to fit into the current standards, <br /> particularly when shallow ground floor spaces are wrapping a garage. <br /> Commissioner White asked for examples on the types of uses for the Workshop Use <br /> group. <br /> Mr. Zack stated it could be for work activities for the making of arts and crafts, for work <br /> activities requiring hazardous assembling, or other things the City determines to be <br /> similar. He stated those are currently only allowed under the railroad in the event that it <br /> is elevated, which seems unlikely based on recent changes in the High Speed Rail plan. <br /> Commissioner White noted that some uses in the Restricted Uses category, such as <br /> massage, might be more appropriate in the Entertainment District than others, such as <br /> bail bonds. He asked if some uses could be split out of the category. <br /> Mr. Zack replied yes. He stated that many different uses have been grouped to make <br /> the plan easy to use, but that there's no reason why those groups have to stay as they <br /> are. <br /> Commissioner Borgens opened the public hearing. <br /> Beverly May, Director of Governmental Affairs for California Massage Therapy Council, <br /> stated that a new ordinance requires everyone practicing massage in Redwood City to <br /> be certified under the state certification program, and any business in which everyone <br /> providing massage is certified must be treated the same as other professions, as defined <br /> in the corporations code. She stated she doesn't agree <br /> that bail bonds should be in the same group as massage and tanning. <br /> Commissioner Radcliffe stated she agrees with most of the recommendations, except for <br /> opening up the ground level to offices. She stated the core retail must be kept. She <br /> stated property owners that have left their buildings empty for years should be motivated <br /> to fill their buildings up, and this should happen before changing the regulation. <br /> Page 4 of 16 <br />
