8.B. - Page 210 <br /> allowed in upper floors in the Entertainment District, but the live-work units would be on <br /> the ground floor and therefore may be more susceptible to noise. <br /> Commissioner White stated that he did not support bail bonds, liquor stores, and <br /> laundromats in the area. <br /> Mr. Zack stated that a new use group could be made out of the tanning salons, massage <br /> parlors, etc. He stated Laundromats are already allowed in the Entertainment District <br /> but confined to corners, and the proposed change would merely allow them to go <br /> anywhere on the block. <br /> Commissioner Tabing stated that he supports most of the proposal with some <br /> exceptions. He stated he agreed with the bail bond callout, as well as Commissioner <br /> Radcliffe's disagreement with the office exception. He stated it is too early to make such <br /> a drastic change. He stated it could lock up property should the economy turn around. <br /> Vice Chair Schmidt asked what the failsafe is to insure a good mix of businesses. <br /> Mr. Zack stated the current Precise Plan has no mechanism to prevent the proliferation <br /> of one type of business. He stated it can be difficult to regulate. <br /> Vice Chair Schmidt asked if it would be possible to hear from Susan Barnes in regards <br /> to recruiting. <br /> Mr. Lyon stated he could check her availability. <br /> Commissioner Holt noted that during the early projects under the Downtown Precise <br /> Plan there was a discussion around a retail-oriented Downtown without yet having the <br /> people to support it. She stated that there was a delay in residential development, and <br /> there is a vision but there aren't the people to support that vision. She asked if getting a <br /> vibrant Downtown is important enough to sacrifice some space to get the people there, <br /> until the retail comes along. She stated that until the residential component is more <br /> developed this will be a continuing issue. <br /> Commissioner Radcliffe stated the retail is coming. She stated that building owners need <br /> to be encouraged to divide their spaces and work with retailers. She asked if the <br /> massage and tanning parlors are required to have an open, active storefront. <br /> Mr. Zack stated it would have to be clear glass with about 80% of the wall area as <br /> windows. He stated all those rules would apply. <br /> Commissioner Holt asked where, for example, a dance studio would go, citing the <br /> example of Arthur Murray. <br /> Mr. Zack stated that dance uses would not be affected by these changes. He stated they <br /> are part of the Health & Recreation use group, which is allowed in the Entertainment <br /> District but not fronting on Broadway. Mr. Lyon added that that rule doesn't affect <br /> existing businesses which can stay in place even if the use is no longer allowed.
