7.1.C. - Page 18 <br /> Exhibit "A" <br /> Scope of Work and Schedule <br /> Project Description <br /> The Safe Routes to School grant scope focuses on pedestrian safety improvements to Charter <br /> Street, from Middlefield Road to Spring Street. Pedestrian improvements in the design for <br /> Charter Street may include: bulbouts, raised crosswalks, enhanced crosswalks, ADA- <br /> compliant curb ramps, school signage, pedestrian scale street lights, and trees. <br /> Between the time that the grant application was submitted and awarded, the City completed a <br /> resurfacing project on Charter Street. As part of the resurfacing project some elements of the <br /> original grant application were implemented. In light of this, the City has expanded the original <br /> design concept to include additional Safe Routes to Schools improvements on Charter Street, <br /> including, speed humps, bicycle route signage and marking. Improvements within the project <br /> limits may be included in the final design up to the construction budget of $434,600 plus <br /> contingency ($65,190) to cover all phases of work plus construction engineering ($34,768)= <br /> $534,000. The recommended improvements are listed in the Hoover Area Community Mobility <br /> Study. <br /> The Safe Routes to School grant includes $43,460 for incidental and non-infrastructure costs <br /> including: 1) work related to education, enforcement, or encouragement activities, 2) <br /> construction improvements on public school grounds consistent with the scope of the project, <br /> and 3) landscape items or other context sensitive solutions that complement and support the <br /> goals of the program. A portion of these funds is proposed to be directed to Redwood City <br /> 2020 as stated in the grant application to provide education, enforcement, and encouragement <br /> for Hoover School students to walk and bike to school. The balance would be used for the last <br /> two eligible items to incorporate into the final plans. <br /> Initial Survey, Conceptual Plans and Estimates <br /> Prior to meeting with City, CONSULTANT will perform the initial site survey. The initial site <br /> survey will be for base mapping purposes only. Detailed survey will be performed after the <br /> location of the SRTS improvement elements has been determined. Initial base map will be <br /> used for the 35% submittal. Design Team will schedule a meeting with City of Redwood City <br /> for project kick-off and site reconnaissance after completion of the initial site topography. <br /> Based upon the initial site investigations, consultant will develop conceptual drawings (35% <br /> design) for Charter Street, between Spring Street and Middlefield Road. Pedestrian <br /> improvements may include landscaping, lighting, speed humps, bicycle route signage and <br /> markings. Design Team will recommend improvements for Charter Street that are consistent <br /> with the grant program including recommendations listed in the Hoover Area Mobility Study. <br /> CONSULTANT will submit a photometric study to identify possible added lighting on Charter <br /> Street. There will be a draft 35% submittal, which will be limited to layout with notes; and then <br /> a final 35% submittal after a review meeting with the City. The design team will prepare an <br /> itemized 35% cost estimate and transmit the Final 35% plans and estimates to City in PDF <br /> format for review and comment. Project landscaping plans will be produced by the City using <br /> CAD sheet/layout and base prepared by CONSULTANT. Consultant will include the sheet <br /> numbering for the landscape plan on the project cover sheet, and Consultant work closely with <br /> the City on coordinating the landscape plan CAD work, CAD base, sheet numbering, and final <br /> tree locations. <br /> REV:09-26-13 VR <br /> Page 16 of 38 <br />
