7.1.D. - Page 2 <br /> ANALYSIS <br /> Staff recommends URS as the selected consultant for the PA&ED work and approval of <br /> the attached Agreement. URS is one of the premier highway transportation consulting <br /> companies in the United States. In the Bay Area, URS has successfully delivered major <br /> transportation projects for the San Mateo County Transportation Authority, Santa Clara <br /> Valley Transportation Authority, and the Contra Costa Transportation Authority. URS <br /> recently completed both PA&ED and Final Design services for the US 101/Broadway <br /> Interchange Replacement Project, a project very similar to the US 101/84 Interchange <br /> project. URS will complement its extensive in-house resources with specialty sub- <br /> consultants with local experience. <br /> The two-year contract will include data gathering and mapping, development and <br /> implementation of a public outreach process, traffic analysis of existing and future <br /> conditions, definition and evaluation of geometric improvement alternatives, <br /> environmental analysis and documentation of a preferred alternative, and development <br /> of a project report. <br /> The City, as sponsor of the US 101/84 Interchange Improvement Project, is responsible <br /> for the PA&ED and subsequent phases of work. Caltrans, as owner and operator of the <br /> facility, will at its own cost provide Independent Quality Assurance (IQA) for work within <br /> its right-of-way, act as the Lead Agency for CEQA and NEPA activities, and approve the <br /> products of this phase of work. A Cooperative Agreement between Caltrans and the <br /> City is required to document respective obligations for the US 101/84 Interchange <br /> Improvement Project PA&ED. It is presently being developed and will be brought to the <br /> City Council at a future date. <br /> Following completion of the PA&ED contract, staff would return to City Council to <br /> authorize work and resources related to final design. <br /> ALTERNATIVES <br /> Council may choose not to approve the agreement with URS and direct staff to modify <br /> the agreement or select another consultant. <br /> FISCAL IMPACT <br /> This agreement may be funded from the Transportation Authority's award of $3,420,000 <br /> in Measure A funds and from the Traffic Mitigation Fees Fund — 101/84 Hwy <br /> Interchange that has an available balance of $334,999 as of August 31, 2013. <br />
