<br />Agency Board Director Claire excused himself from the dais and all discussions <br />regarding this matter due to his position as a faculty member of Canada College and <br />possible conflict of interest. <br /> MEMO 2/13/96 <br />REPORT: Redevelopment Agency Executive Director, February 5, 1996 <br />Redevelopment Agency Executive Director Church advised that the Board Directors <br />approved, in the FY 1995/96 Redevelopment Agency Budget, the expenditure of $50,000 <br />for the Canada College Small Business Development Center, and the proposed agreement <br />would implement that decision. <br />In response to Board Directors' questions, Jack Greenalch, former Redwood City Mayor <br />and Councilman and Coordinator of Economic Development andRedevelopment, Small <br />Business Development Center, described the $120,000 received from the Redevelopment <br />Agency in the form of Community Development Block Grant funds to provide a job <br />training program in retail trade and office technology and described the differences <br />between that program and the Small Business Development Center which offers college <br />credits and provides information on finding sites for small businesses. He described the <br />many marketing strategies employed by both programs, including advertising in the <br />Redwood City Almanac, the San Mateo Times, the Redwood City-San Mateo County <br />Chamber mailers, participation in the Chamber's Economic Development Committee, <br />SAMCEDA membership, and Ms. Witkowski's appearances at Neighborhood Association <br />meetings. <br />In response to Board Directors' questions, Christinia Witkowski, Assistant Project <br />Director, Canada College Small Business Development Center, described the focus on <br />Redwood City residents and businesses and their special fee waiver. <br />Director Greenalch advised that the Small Business Development Center was having an <br />Open House on February 21, 1996 between 5:30 and 7 p.m., and invited everyone to <br />attend and meet the Board of Directors. <br /> MEMO 2/13/96 <br />Board Director Leipzig expressed his excitement about this economic development <br />program and said he knew it would be a success with Jack Greenalch at the helm, but <br />stated he could not support the use of Redwood City taxpayer's money for this endeavor. <br />He stated that basics such as downtown sidewalks and a fire station in the Redwood <br />Shores neighborhood should be financed before contributing to this program; however, he <br />added he would be willing to help raise money for it from the private sector. <br />MINUTE BOOK NO, 1 <br />Page No. 296 <br />Regular Redevelopment Agency Minutes <br /> February 12, 1996 <br /> Page 2 <br />
