LONESTAR SITE (PART OF THE FRANKLIN STREET REDEVELOPMENT PROJECT <br /> AREA) - APPROVAL TO NEGOTIATE WITH IRVINE APARTMENT COMMUNITIES (lAC) <br /> The Lonestar property is a 4.5 acre site located at the NE corner of EI Camino Real and <br /> Maple Street and part of the Franklin Street Redevelopment Project Area. (100) <br /> REPORT: Redevelopment Agency and Housing Director Church, March 10, 1997 <br />- CONSENSUS: Chairwoman Pro Tem Howard determined it was the consensus of the <br /> Redevelopment Agency Directors to postpone consideration of negotiations with Irvine <br /> Apartment Communities (lAC) regarding the Lonestar Site since only four Directors were <br /> present; and, reschedule this Item before the full Board. <br /> MINUTE ORDER NO. 09-97RD <br /> In response to Agency Director's questions regarding the need for a closed session on this <br /> subject, City Manager Everett explained that the only subject discussed in closed session <br /> would "be a direction to you as to how the staff should negotiate with this or any other <br /> developer." <br /> Director Claire said only contractual negotiations are appropriate for discussion in closed <br /> session. He said Agency Directors needed an open public discussion of this development <br /> and the subject of home ownership versus rentals. <br /> In response to Agency Director Claire's questions, Redevelopment Agency Attorney <br /> Schricker said, "There are significant policy considerations involved in this development <br /> which will certainly be discussed and decisions will be made in open session.
