<br />nature of the area, where you place the rental housing, where you place the 'for sale' <br />housing, while I said that the quality of the housing really depends on the developer, it <br />is not completely true. I think that if you are going to have 'for sale' housing in an <br />area, there may be parts of that area you cannot put 'for sale' housing in and have a <br />good price. That maybe those areas can best be used for rental. I am not sure when I <br />look at this particular area that I wouldn't want things reversed, and the 'for sale' <br />housing, I think that needs to be looked into further. The conclusion that I am <br />personally coming to is that I would like to see us begin to look at as wide an area as <br />possible. Given the understanding that if we were to approach the entire Franklin <br />Street Area and ask for a development plan for the entire Area, that that might be <br />impractical. But if we were to take the approach of taking perhaps a good segment of <br />it, as broad as we can at this time, and ask for plans for development of such a large <br />area, then I think we have the hope, as Mr. Warren said, of building something that <br />will really be attractive and successful. I think we have a real opportunity here because <br />we are starting ITom scratch. If we build piecemeal and don't look at a large area, I <br />think we will regret it. We have the opportunity to create an integrated community <br />with walkways that go ITom the beginning of the area all the way through to Sequoia <br />Station, toward the Library... That would be what I would propose to my fellow <br />Directors." <br />Director Buchan said, "I am fully familiar with the quality of Shea Homes... My <br />father worked for that organization... as kids we got to see model homes. I have no <br />doubt that Shea or any other developer can create a quality project, but I am most <br />familiar with that organization. Secondly, the case was made loud and clear last week <br />that there is a market out there for 'for sale' housing, and we dare not let that market <br />go. I am going to offer the following motion: <br />"MIS: BUCHANIHOWARD THAT WE FORMALLY TERMINATE THE OWNER <br />PARTICIPATION PROCESS, REJECT ALL PROPOSALS TO PARTICIPATE, AND WE <br />CHOOSE THE TIDRD OPTION IN OUR STAFF REPORT WHICH IS TO ISSUE AN <br />OFFER TO PARTICIPATE ON AN AREA ENCOMPASSING LONESTAR AND OTHER <br />PARCELS, AGAIN SPECIFYING FOR SALE OR MIXED" <br />In response to Director Leipzig's questions, Director Buchan said, "I am leaning <br />towards 'for sale' housing. I don't mind a mix. I don't know what the number would <br />be." <br />In response to Chairman Hartnett's questions, Director Church said staff did not <br />need the Agency Board Directors to specify the appropriate mix. He said, "If you do <br />what the motion implies and we put it back out for participation, you have a number of <br />other owners. What you could indicate to the people who are represented here, you <br />have representative Mr. Butler who is a significant player in that land area, that we <br />proposed, and Lonestar, that they have conversations about coming to an agreement on <br />how to structure the deal, and let them figure it out. I think they have a sense of what <br />you want.
