Franklin Street Project (100)
REPORT: Redevelopment Agency Executive Director Church, October 6, 1997
Redevelopment Executive Director Church presented the staff reports. Using electronic
overheads, he showed the proposed boundaries, elaborated on the five proposed motions,
and explained the Agency's options and the project's timelines.
In response to Agency Director Ruskin's comments regarding letting the market dictate
retail participation, Director Church agreed to provide a report with pros and cons,
including the long term effects of not having retail and other projections that will provide
context.
MEMO 10/7/97
City Manager Everett advised that on October 21, 1997 the three developers will be
making a presentation to the Planning Commission. He said the Council would be invited
to attend, along with the Architectural Advisory Committee members, and urged them to
attend. City Manager Everett said, "That will be the first public unveiling of the project
and they will comment on the pros and cons from the developers standpoint of retail." He
said that the consultant, Keyser Marsten, would also discuss that subject.
MEMO 10/7/97
MIS: RUSKINIHOWARD ACCEPT THE RECOMMENDATIONS FROM STAFF
THAT ARE BEFORE US
Chairman Hartnett spoke in support of the motion, complimenting the three developers
and City staff for working so well together fashioning this unprecedented concept. He said
that the Planning profession had championed this type of cooperation for quite awhile,
adding, "It was the right thing to do." He said it was the resolve of the Redwood City
Redevelopment Agency and the enlightened vision of the three developers that had led to
the proposal to develop the entire Franklin Street Project Area. Chairman Hartnett said if
this project was approved, 500 units and a large residential area would be added to
Redwood City that would be good for the community, in a place that made sense.
I) MIS: RUSKINIHOWARD designate the entire area bounded by Jefferson Avenue, the
CalTrain tracks, Maple Street and EI Camino Real as the "Project Area" for the
purposes of the Owner Participation process; (100)
CARRIED BY UNANIMOUS ROLL CALL VOTE.
MINUTE ORDER NO. 29-97RD
REGULAR REDEVELOPMENT AGENCY MEETING MINUTE BOOK NO.
