<br /> . . ' - <br /> Redevelopment Executive Director Church presented the staff reports regarding the <br /> Franklin Street project. He reviewed the recommendation, history, current action, <br />- alternatives and conclusions. He also reviewed the proposed boundaries of the project. <br /> Director Church reported that all property owners in the Franklin Street project area were <br /> sent offers to participate, and the Redevelopment Agency received nine responses. He <br /> said a supplemental questionnaire was mailed to the nine property owners, and three <br /> questionnaires were returned. He further commented that one was ITom the development <br /> team that is interested in the site, and the others were the main owners of property in the <br /> area. <br /> Director Church said staff was recommending that the Redevelopment Agency Board <br /> authorize negotiating with the Shea/Butler/Irvine Company since they are the only <br /> developers looking at the entire area ITom Maple to Jefferson. Director Church said they <br /> also had the demonstrated ability to do a project of this scale and were responsive to what <br /> the Redevelopment Agency Board is seeking in the way of housing. <br /> In response to questions ITom Chairperson Howard, Director Church said that any of <br /> the existing businesses have a right to re-enter the project. He stated that if the final <br /> project includes retail, they are guaranteed the first right of refusal, but they are not <br /> guaranteed space at less than market rent, nor that their "use" will fit in the final design <br /> concept. He added that the next step, if the Redevelopment Agency Board approved the <br /> recommended action, is to establish an Exclusive Right to Negotiate. <br />- Dr. Richard Haars, Sequoia Veterinary Hospital, 1409 EI Camino Real, expressed his <br /> concerns about how his property would be affected by the redevelopment and where he <br /> would go in Redwood City if he had to relocate. He said he has been at the same location <br /> for the past 20 years, building most of it himself, and asked for clarification on the <br /> direction the Redevelopment Agency Board would take. He also stated he has paid over <br /> $600,000 in taxes on the property since 1987. <br /> Chairperson Howard responded that Dr. Haars offers a good service to the community, <br /> and his property has adequate off-street parking for his clients. She asked City Manager <br /> Everett for a clarification on what the City policy is in working with the people who are <br /> presently situated on these parcels. <br /> City Manager Everett said, "At this time, the City does not plan to be involved in the <br /> process. The private developers will be talking to each of the landowners about a buyout, <br /> and it would be inappropriate for the City to get involved because that is the wishes of the <br /> private developers. The private developers will be contacting the property owners once <br /> there is an Exclusive Right to Negotiate, which we assume will happen next week, if the <br /> Redevelopment Agency Board moves forward with the proposal." <br /> Director Claire told Dr. Haars that, "You deal with the private developers, and you can <br /> say no." <br />- <br /> SPECIAL REDEVELOPMENT AGENCY MEETING MINUTE BOOK NO.
