Franklin Street Plan Presentation (100) <br /> REPORT: Redevelopment Agency Executive Director Church, May 18, 1998 <br /> Director Church said the presentation tonight would include slides of a preliminary site <br /> plan. He said, "It is not the first site plan they have done, and it is certainly not the last <br /> one." Director Church said that after the Exclusive Right to Negotiate was approved <br /> earlier this year, staff and the developers have been meeting on a weekly basis to refine the <br /> site plan. He said they have had three meetings with the Architectural Advisory <br /> Committee and one similar presentation before the Planning Commission "to get their <br /> preliminary feedback and reaction. The developer is looking for your comments, your <br /> reactions to the way this works, not the way it looks, at this point. The actual <br /> configuration, the way the buildings will look, is still a long way from being finished." <br /> Director Church introduced Jeff Hansen, representing Shea Homes. <br /> Chairperson Howard apologized to everyone associated with the Franklin Street Plan <br /> presentation for moving the discussion of the Franklin Street Plan from the beginning of <br /> the evening to this hour to accommodate the many speakers who wished to address the <br /> Council. <br /> Jeff Hansen, 25, Metro Drive, San Jose, Vice President of Development of Shea Homes, <br /> said the presentation tonight is to keep the Director informed of the progress of the project. <br /> Mr. Hansen said they wanted Director's continuous input and wanted the opportunity to <br /> answer any questions. He said the input ascertained through their meetings with the <br /> Architectural Advisory Committee and the Planning Commission has been invaluable, "as <br /> we went through various iterations of the Franklin Street Master Plan... I think you are <br /> going to be pleased with the progress we have made." Mr. Hansen said the housing <br /> market in the Bay Area is still strong. He said, "your staff has been absolutely fantastic to <br /> work with, Mr. Church, Ms. Riordan, Mr. Csicsman, Mr. Cady, Mr. Schricker's office. <br /> We've done a lot of work and we have an awful lot yet to go." Mr. Hansen said that Mr. <br /> Bruce Dorfman from Irvine Apartments was in the audience, and he introduced Mr. Chuck <br /> Tang. <br /> Chuck Tang, Senior Architect with McClaren, Vasquez and Partners, 695 Town Drive, <br /> Costa Mesa, California, the project's land planner and architect on the Franklin Project, <br /> showed slides of the area site plan. Mr. Tang said the newly designed site plan responded <br /> to the Area Plan adopted by the City/Redevelopment Agency and reinforced the "urban <br /> fabric that is existing in the City." He said that they "wanted to create an urban village <br /> context for this community... an outward looking design, open to the City." Mr. Tang said <br /> the density of the complex was about 500 units, 300 "for sale" housing units and <br /> approximately 200 apartments for rent. He described the previous discussions that focused <br /> on affordability and the mix of the "for sales" and market rate units.
