<br />In response to Vice Chairperson Ruskin's questions regarding heights of the buildings, <br />Mr. Tang said the EI Camino Real retail/residential buildings are retail on the ground <br />floor and four story residential. He said the same configuration existed for the buildings <br />on the west side of Jefferson, but the buildings on the east side of Franklin were <br />townhomes with two and three stories. <br />In response to Director Leipzig's questions regarding the specific "for sale" townhomes <br />and condominiums, Mr. Tang said there would be about 85 townhomes and the balance <br />would be condominiums, "and some small percentage of townhomes within that <br />condominium mix." He said that would include some high density townhomes, "basically <br />the 85 would be the lower density townhomes and the balance of the 300 would be the <br />condominiums." In response to Director Member Leipzig's questions, Mr. Tang said there <br />would be about 85 townhomes along the tracks, and a small percentage of high density <br />townhomes "across the street." He said that the Pacific Bell building would remain and <br />negotiations were on going with Bekins. <br />In response to Director Leipzig's questions regarding the percentage of moderate and low <br />income units included in the project, Director Church said, "The legal requirement is <br />15% of the total units in the project being affordable to low and moderate income.... It <br />could be all in one or split between all three (rental, townhomes, condominiums)... There <br />has been no closure on (this issue.)" Director Church said the 15% is based upon the <br />assumption that the Redwood City Redevelopment Agency gets involved in some or all of <br />the acquisitions. If that is the case, then it is mandated by state law." Director Church said <br />the 15% was not contingent upon the degree to which the Agency was involved. He said, <br />"the requirement would go simply because it is in a Redevelopment Area. Even if we <br />didn't have any active involvement with the developer, we would still be having to pass <br />that responsibility on to the developers because the state imposes the requirement on us, <br />and that is the only way we have of fulfilling it." In response to Director Member <br />Leipzig's questions, Director Church said there had been discussions of in lieu fees, using <br />development fees to build the units elsewhere. He said, "we are resistive to that at this <br />point, because 15% of the total units would be about 75 to 80 units" and staff would need <br />guidance from the Director as to the appropriate place to build such a large affordable <br />development.
