UNIFORM ADMINISTRATIVE REQUIREMENTS. Contractor will <br /> comply with the requirements and standards of the Community Development Block <br /> Grant Regulations, OMB Circular A-122, Cost Principles for Non-Profit <br /> Organizations, as amended, OMB Circular A-110, Uniform Administrative <br /> Requirements for Grants and Agreements, as amended, and all other federal, <br /> state, and local laws, regulations and requirements, as applicable. <br /> 23. COMPLIANCE WITH CALIFORNIA LABOR LAWS AND FEDERAL <br /> REQUIREMENTS. Contractor agrees to be bound by the Labor Laws of the State <br /> of California, and applicable Federal requirements. A paragraph shall be <br /> incorporated in every agreement between Contractor and third parties in <br /> connection to the Project stating that the third party must comply with California <br /> Labor Laws and applicable Federal requirements. Pursuant to 42 USC 5310, all <br /> laborers and mechanics employed by contractors or subcontractors in the <br /> perFormance of construction work financed in whole or in part with assistance <br /> received from the Community Development Block Grant Funds shall be paid <br /> wages at rates not less than those prevailing on similar construction in the locality <br /> as determined by the Secretary of Labor in accordance with the Davis-Bacon Act, <br /> as amended (40 U.S.C. 276a--276a-5): Provided, that this section shall apply to <br /> the rehabilitation of residential property only if such property contains not less than <br /> REV:10-04-13 VR <br /> ATTY/AGR/2013.187/CDBG NATIONAL REBUILDING DAY—HOME REHAB <br /> Page 30 of 15 <br />
