I '. <br /> Council Member/Agency Director Claire noted he will vote in favor to terminate as he still feels <br /> this area does not need to be under the redevelopment umbrella. <br />- <br /> Mayor Howard concurred. <br /> Deborah Livornese, 1111 Bradley, Attorney representing Malibu Grand, stated they are opposed <br /> to this project and is grateful for the proposal to terminate. <br /> Ted Hannig, 2991 EI Camino Real, Attorney, presented permission forms for him to speak on <br /> behalf of 60 people who yielded their time to him, and provided a report to the Agency regarding <br /> taxpayer survey results indicating a majority of opinion that taxpayers did not want forced <br /> elimination of blight, stated his opinion that this proposed expansion does not meet blight <br /> definitions, and feels the City was ill advised, and supports a policy development for staff. <br /> MIS Claire/Bain to terminate the adoption process for the proposed Fourth Amendment to <br /> the Redevelopment Plan for Redevelopment Project No.2. The motion was carried by the <br /> following roll call vote: AYES: Council MemberIDirectors Bain, Claire, Ruskin and <br /> Mayor/Chairwoman Howard. NOES: None. ABSENT: Council Member/Directors Hartnett, <br /> Ira and Leipzig <br /> MINUTE ORDER NO. RD31-98 <br /> Council MemberIDirector Bain stated that he had talked to business people in the proposed area <br /> who indicated to him that they were thriving and did not want Redevelopment Agency assistance. <br />- <br /> Mayor/Chairwoman Howard noted when the initial study was done 5 years ago the business <br /> economy in that area was different than currently. <br /> Community Development Services Manager Church stated the complete text of the proposed <br /> amendment is on file in the City Clerk Department. <br /> B.
