The identif cation of a greenhouse ga.s in term.s of its global warming potential is its "carbon <br /> dioxide equivalent." <br /> Califoxrua has adopted Assembly Bill (AB) 32,rhe Califarnia GZobal Waz7ning Solutions Act of 2006, <br /> which requires the reduction of GHG emissions in Califotnia in order to reduce potential climate <br /> change impacts,reduce dependence on oiY,diversify energy sources, save energy,create new jobs,and <br /> enhance public health.AB 32 provides far programs to reduce emissions in Cali�omia to 19901evels <br /> by 2020,including the Low Carbon Fuel Standaxd,which incorporates 10 percent biofuels in state <br /> petroleum pxoducts; the Renewable Electricity Standard,which requires 33 percent renewable energg <br /> in electricity sold in California;regional transportation targets;and the cap anc�trade program,which <br /> plans to reduce emissions fxom electric utilities,la,rge indust�ial sources,refineries,and distxibutions <br /> of transportation anc�natural gas sources by 15 percent. <br /> SB 375 (200$).This bill requires coordinauon between transportation planning and land use <br /> planning. The bill directs CARB to develop regional greenhouse gas emission reducrion targets from <br /> automobile and light txuck sectors by 2020 and 2035. CARB is warking with California's 18 <br /> metropolitan planning organizations to align their regional transportation, housing, and]and use <br /> plans and prepare a "sustainable cammunities stxategy" to xeduce vehicZe miles tra�:eled ir�their <br /> respective communit�es. <br /> State CEQA Guidelines. The Office of PZanning and Researcl�adopted amended CEQA <br /> Guidelines concerning greenhouse gas emissions on March 18,2010. The new guidelines require <br /> estimation and analysis of greenhouse gas emtssions from proposed projects and give lead agencies <br /> the discretion to detemune the type of inethadology to use to evaluate gxeenhouse gas emissions. <br /> The amended giudelines p�rovide guidance on determining the significance of a project's greenhouse <br /> gas etrussions as well as appropriate mirigation measures. The factoxs to be cansidered include the <br /> extent to which a project increases or reduces greenhouse gases compared to the existing setting, <br /> comparisan to a threshold oF significance that the lead agency determined applies to the project,and <br /> compliance with adopted iocal,regional,or statewide greenhouse gas emissians reduction p]ar�s. <br /> BAAQMD CEQA Guedelines. The 2010 BAAQMD CEQA Guidelines set numeric significance <br /> thresholds fox operational emissions from stationasy sources and for projects othet than stationary <br /> sources. The BAAQ1bII77 has not set a numeric threshold for constre�crion emissions,but encourages <br /> implementation of BI��'s for limiting greenhouse gas emissions during construction. The BAAQNID <br /> significance threshold for stationary saurces is 10,000 rnetric tons carbon dioxide equivalent <br /> emissions per year. The BAAQMD has three alternati`=e significance thresholds for land use projects <br /> other than stationar� sources,which incJ.udes residential,comtnercial,and public land use facilities <br /> (see Appendi�J). The proposed emergency generator far the storm drain putnp stat�on would <br /> require a BAAQMD Permit to Opexate, and,because of this permit, the BAAQMD classifies t�e <br /> project as a statianary source.
