Task 2.1 -Base Mapping and Survey <br /> Subtask 2.1.1—Base Mapping and Control Survey <br /> CONSULTANT will prepare topographic mapping in accordance with current Caltrans <br /> photogrammetric procedures (i.e. Step "A+B+C" method.). A proposed flight plan will be <br /> developed and the location of flight markers will be submitted to Caltrans for approval (Step A). <br /> Ground control surveys will be performed to lay flight markers and tie them into the state <br /> coordinate system. Results of the ground control (GPS) survey will be documented in a Survey <br /> Report and submitted to Caltrans for approval (Step B). The site will then be flown and ground <br /> control used to triangulate the mapping models. Caltrans approval of the triangulation <br /> calculations completes Step C and preparation of topographic mapping can commence. Mapping <br /> will be prepared in MicroStation format, consistent with Caltrans drafting standard at a map <br /> scale of 1:50 (English). The project area to be mapped is as shown in Figure 1 Site Map. <br /> Subtask 2.1.2—Field Survey <br /> Additional field survey work is also anticipated to locate details not clearly identified on the <br /> aerial mapping such as individual trees, and to pick up underground facilities such as drainage <br /> inlets. CONSULTANT will include right of way limits, existing horizontal control, utility and <br /> drainage facilities on the base mapping using available record data and distribute to the team. <br /> Task 2.2-Data Collection and Review <br /> CONSULTANT will coordinate with the CITY, Caltrans, and other affected agencies to identify <br /> and collect data relevant to the project such as as-built plans, details of planned development <br /> projects affecting the project area, related technical reports, right of way/easement records, <br /> traffic and accident data, and existing utility information. The collection of data developed for <br /> the PSR and 2011 Study will also be reviewed. A database of requests will be used to track <br /> progress. <br /> Task 2.3-Develop and Evaluate Design Alternatives <br /> This task will expand on previous studies and define alternatives in sufficient detail so that an . <br /> evaluation and subsequent selection of study alternatives can be made. The alternatives will be <br /> presented to CITY and PDT staff for review and comment. Findings will be presented in the <br /> Alternatives Evaluation Report. <br /> Subtask 2.3.1—Develop Design Alternatives <br /> CONSULTANT will define and evaluate five alternatives.Non-viable alternatives from previous <br /> studies and reasons for rejecting them will also be documented. CONSULTANT will prepare <br /> preliminary geometrics using the updated base mapping and investigate alternative <br /> configurations to achieve the most cost-effective solution with the least impact on <br /> environmentally sensitive areas and private property. Construction phasing opportunities will <br /> also be investigated (e.g. advance utility relocation, discrete functional segments to match <br /> funding goals). The alternatives will be analyzed to qualitatively compare cost,traffic operations, <br /> safety, design exceptions, environmental impacts, right of way and utility relocation <br /> requirements. <br /> ATTY/AGR/2013.164/URS PROFESSIONAL SERVICES AGR <br /> REV:10-15-13 VR <br /> Page 14 of 78 <br />
