In <br /> other words, a reduction in the overall density of development (fewer <br /> homes) would be an acceptable alternative means of complying with <br /> Section 46.1's standard of achieving functional and aesthetic consistency <br /> with surrounding existing development. <br /> 4. The City Council has considered the Revised Final EIR for the Project, <br /> and the Revised Final EIR reflects the City Council's independent judgment. <br /> 5. The City Council affirms and adopts the CEQA Findings of Fact and the <br /> Mitigation Monitoring and Reporting Plan previously adopted by the Planning <br /> Commission in Resolution No. 13-04 (A Resolution of the Planning Commission of the <br /> City of Redwood City Certifying the Final Environmental Impact Report for the Laurel <br /> Way Planned Development Project; Adopting CEQA Findings; and Adopting a <br /> Mitigation Monitoring and Reporting Plan, all in accordance with the Requirements of <br /> the California Environmental Quality Act). <br /> 6. Pursuant to CEQA Guidelines section 15091(e), the documents and other <br /> materials that constitute the record of proceedings upon which the City Council has <br /> based its decision are located in and may be obtained from, the Office of the City Clerk <br /> at 1017 Middlefield Road, Redwood City, California. The City Clerk is the custodian of <br /> records for all matters before the City. <br /> 7.
