7.3.A. - Page 1 REPORT To the Honorable Mayor and City Council From the Cit Mana er November 18, 2013 SUBJECT Resolution supporting the 101/84 Interchange Improvement Project and a Cooperative Agreement with Caltrans RECOMMENDATION Adopt a resolution supporting the project that commits the City to enter into a Cooperative Agreement with Caltrans, and authorizing the City Manager to execute the Cooperative Agreement with Caltrans and any amendments necessary to effectuate the purpose of the Cooperative Agreement. BACKGROUND The City is starting work on the 101/84 Interchange Reconstruction Project, using funding from the San Mateo County Transportation Authority (TA), by initiating the Project Approval & Environmental Document (PA&ED) phase of project development in coordination with Caltrans and the TA. ANALYSIS The City, as sponsor of the 101/84 Interchange Improvement Project, is responsible for the PA&ED and subsequent phases of work. Caltrans, as owner and operator of the facility, will at its own cost provide Independent Quality Assurance (IQA) for work within its right-of-way, act as the Lead Agency for CEQA and NEPA activities, and approve work regarding its facilities. A Cooperative Agreement between Caltrans and the City is required to define the respective obligations of these parties for the 101/84 Interchange Improvement Project PA&ED. Staff recommends adoption of the resolution and authorization to execute the Cooperative Agreement. ALTERNATIVES City Council may choose not to adopt a resolution supporting the project that commits the City to enter into a Cooperative Agreement with Caltrans, and not to authorize the City Manager to execute the Cooperative Agreement with Caltrans. FISCALIMPACT The Cooperative Agreement itself does not require the City's direct expenditure of funds.
