7.3.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> November 18, 2013 <br /> SUBJECT <br /> Resolution supporting the 101/84 Interchange Improvement Project and a Cooperative <br /> Agreement with Caltrans <br /> RECOMMENDATION <br /> Adopt a resolution supporting the project that commits the City to enter into a <br /> Cooperative Agreement with Caltrans, and authorizing the City Manager to execute the <br /> Cooperative Agreement with Caltrans and any amendments necessary to effectuate the <br /> purpose of the Cooperative Agreement. <br /> BACKGROUND <br /> The City is starting work on the 101/84 Interchange Reconstruction Project, using <br /> funding from the San Mateo County Transportation Authority (TA), by initiating the <br /> Project Approval & Environmental Document (PA&ED) phase of project development in <br /> coordination with Caltrans and the TA. <br /> ANALYSIS <br /> The City, as sponsor of the 101/84 Interchange Improvement Project, is responsible for <br /> the PA&ED and subsequent phases of work. Caltrans, as owner and operator of the <br /> facility, will at its own cost provide Independent Quality Assurance (IQA) for work within <br /> its right-of-way, act as the Lead Agency for CEQA and NEPA activities, and approve <br /> work regarding its facilities. A Cooperative Agreement between Caltrans and the City is <br /> required to define the respective obligations of these parties for the 101/84 Interchange <br /> Improvement Project PA&ED. <br /> Staff recommends adoption of the resolution and authorization to execute the <br /> Cooperative Agreement. <br /> ALTERNATIVES <br /> City Council may choose not to adopt a resolution supporting the project that commits <br /> the City to enter into a Cooperative Agreement with Caltrans, and not to authorize the <br /> City Manager to execute the Cooperative Agreement with Caltrans. <br /> FISCALIMPACT <br /> The Cooperative Agreement itself does not require the City's direct expenditure of <br /> funds. The City's project management efforts related to the 101/84 Interchange <br /> Improvement Project PA&ED, including supporting the Cooperative Agreement, will be <br />
