8.A. - Page 16 ;ition: The proposed Development violates several provisions of the <br /> DTPP regarding historic resource preservation (Appeal, Items I.D, I.G.1 , I.H.1 — 3, 1.1.1 — <br /> 3, I.J, I.L, I.X) <br /> Citv's Response: <br /> 1 . The Proiect is in compliance with all standards reqardinq the DTPP <br /> reqardinq historic resource preservation. <br /> As discussed in detail in Master Response 1.2.a of this document, the Project complies <br /> with all historic preservation standards, and most importantly the Project is not within a <br /> "historic districY' or is "adjacent to an historic streeY' or "concentration of historic <br /> buildings" as the Appellant contends. It is important to note that during the preparation <br /> and review of the DTPP, the City went through a very thorough historic review process <br /> and prepared an extensive reconnaissance survey of all potential historic resources in <br /> the Downtown in response to CEQA litigation for the DTPP EIR. This Project is <br /> responsive to the high level of detail contained in the DTPP regarding historic resource <br /> preservation and required review put into the DTPP to ensure that the City meets its <br /> goals regarding historic preseroation. <br /> 2. The HRAC conducted a public meetinq, in accordance with all <br /> applicable requirements of State Law to review the historical report <br /> prepared bv a qualified architectural historian, Richard Brandi. <br /> As discussed in Section 1 of this staff report, the HRAC conducted a public hearing to <br /> determine whether the proposed Project would have an adverse impact on the historic <br /> resource at 605 Middlefield in accordance with DTPP Section 2.1 .4D — Mitigation of <br /> Impacts of Development Properties Adjacent to Historic Resources. The Historical <br /> Resource Report (refer to Attachment 7) was prepared by Richard Brandi, a qualified <br /> historian with the California Historical Resources Information System. Mr. Brandi meets <br /> the requirements of a Qualified Professional as set forth by the Secretary of the Interior. <br /> 3. The DTPP Precise Plan EIR (EIR) included an analysis of all impacts <br /> on historic resources, and the Proiect complies with all standards as <br /> evaluated in the certified EIR. <br /> In the preparation of the DTPP EIR, including a thorough review process due to CEQA <br /> litigation, the DTPP EIR included a thorough analysis of all impacts on historic <br /> resources using the standards and guidelines included in the DTPP. The standards and <br /> guidelines included in the DTPP were shaped by of an extensive reconnaissance <br /> survey conducted by the City to ensure the growth of the Downtown was carried out in a <br /> way that was compatible with the area's historic built environment. Since the Project <br /> has complied with these regulations there are no impacts to historic resources (EIR <br /> mitigation 7-4 has been implemented). <br /> III. The Project is not required to provide affordable housing. <br /> A. The Appeal Should Not Be Granted on the Grounds that the Prolect does <br /> not provide "affordable" housinq for a "varietv of income qroups". <br /> Page 16 <br />
