7.1 .A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> November 18, 2013 <br /> SUBJECT <br /> Funding Agreement for the Redwood City Mid Point Caltrain Shuttle and Climate Best <br /> Express Shuttle <br /> RECOMMENDATION <br /> By motion, approve the funding agreement to establish the process, terms, and <br /> conditions governing the allocation and expenditure of New Measure A funds for the <br /> continued implementation of Redwood City's Climate Best Express Shuttle and Mid <br /> Point Caltrain Shuttle (funding agreement); authorize the City Manager to execute the <br /> same; and authorize the City Manager to execute related grant documents and contract <br /> amendments. <br /> BACKGROUND <br /> In 1988, San Mateo County voters approved a tax ordinance, Measure A, which <br /> authorized a half-cent sales tax to be used to improve transit and relieve traffic <br /> congestion. At that time, the San Mateo County Transportation Authority (TA) was <br /> created to administer the proceeds from Measure A in order to fund a broad spectrum of <br /> transportation-related projects and programs. In November, 2004 San Mateo County <br /> voters approved a reauthorization of Measure A through 2033 (New Measure A). <br /> In addition to broader agreements governing the general terms and conditions of New <br /> Measure A fund expenditures, separate agreements are required to govern the <br /> allocation and expenditure of New Measure A funds for specific projects. This funding <br /> agreement addresses project oversight and reporting, funding and payment, terms, and <br /> other items pertaining to Redwood City's shuttles. The TA allocated $241 ,811 of <br /> funding over two years for operation of the Mid Point Caltrain and Climate Best Express <br /> shuttles. <br /> ANALYSIS <br /> Operation of Redwood City's shuttles is funded by several grant awards, including New <br /> Measure A, Transportation Fund for Clean Air, and Lifeline Transportation Program <br /> funding. Additional funding for the Mid Point Caltrain Shuttle is provided by participating <br /> employers on behalf of their employees. Operating costs for the two shuttles (combined <br /> total) were $200,199 during Fiscal Year 12-13. <br /> The Peninsula Traffic Congestion Relief Alliance (Alliance) manages operation of <br /> Redwood City's two shuttles. The Alliance also handles shuttle outreach, grant <br />
