11/18/2013 CAPCOA <br /> • s • <br /> PDT-3 Parking Policy/ Pricing <br /> 3.3.3 Implement Market Price Public Parking (On-Street) <br /> Range of Effectiveness: 2.8— 5.5% vehicle miles traveled (VMT) reduction and <br /> therefore 2.8 — 5.5% reduction in GHG emissions. <br /> Measure Description: <br /> This project and city in which it is located will implement a pricing strategy for parking by <br /> pricing all central business district/employment center/retail center on-street parking. It <br /> will be priced to encourage "park once" behavior. The benefit of this measure above <br /> that of paid parking at the project only is that it deters parking spillover from project- <br /> supplied parking to other public parking nearby, which undermine the vehicle miles <br /> traveled (VMT) benefits of project pricing. It may also generate sufficient area-wide <br /> mode shifts to justify increased transit service to the area. <br /> Measure Applicability: <br /> • Urban and suburban context <br /> • Negligible impact in a rural context <br /> • Appropriate for retail, office, and mixed-use projects <br /> • Applicable in a specific or general plan context only <br /> • Reduction can be counted only if spillover parking is controlled (via residential <br /> permits) <br /> � Study conducted in a downtown area, and thus should be applied carefully if <br /> project is not in a central business/activity center <br /> Baseline Method: <br /> See introduction to transportation section for a discussion of how to estimate trip rates <br /> and VMT.
