6.A. - Page 2 <br /> Advisory Committee conduct periodic inspections of the properties to verify that the <br /> agreed-to improvements are being made by the owner. <br /> ANALYSIS <br /> At their regular meeting of April 11, 2013 the HRAC considered the request for <br /> Landmark designation. They agreed with the content of Ms. McElroy's evaluation and its <br /> conclusion, and therefore voted to recommend that the Planning Commission <br /> recommend that the City Council designate the property a Landmark. <br /> On November 14, 2013, the HRAC held a special meeting on-site and reviewed the <br /> owners' proposed 10-year schedule of improvements for maintenance and restoration <br /> of the historic character of the home. HRAC members recommended minor <br /> improvements to the schedule, which the owners agreed to. At their regular meeting of <br /> November 14, 2013, the HRAC recommended that the Planning Commission <br /> recommend to the City Council that the Mills Act Contract and 10-year schedule of <br /> improvements (as revised) be approved. The minutes of the April 11 and November 14 <br /> meetings of the HRAC are provided as Attachment 5 and Attachment 6, respectively. <br /> On December 3, 2013 the Planning Commission considered the Landmark designation <br /> and the Mills Act Contract for 1052 Edgewood Road. After a public hearing on the <br /> matter, the Commission concurred with the HRAC and recommended that the Council <br /> approve both the Landmark designation and the Mills Act contract. <br /> General Plan and Zoning Compliance <br /> The designation of historic landmarks and implementation of Mills Act Contracts for the <br /> long-term preservation of the Community's historic resources is one of the primary goals <br /> and objectives of the Historic Preservation/Built Environment section of the General <br /> Plan. The proposed historic designation does not change the zoning designation of the <br /> subject property, nor affect its compliance with existing zoning standards. <br /> Public Notification <br /> A public hearing notice regarding this item was published in the Redwood City Daily <br /> News newspaper per Section 40.7(E) of the Municipal Code. <br /> ALTERNATIVES <br /> 1. Deny the request for Landmark designation. <br /> 2. Approve the request for Landmark designation, but deny the Historic <br /> Preservation Agreement. <br /> FISCAL IMPACT <br /> Landmark designation has no direct fiscal impact. Approval of the Mills Act Contract will <br /> reduce the City's property tax revenue by $2,400 to $3,600 per year. <br /> ENVIRONMENTAL REVIEW <br /> The proposed historic designation seeks to insure the long-term preservation of the <br /> subject resource which is exempt from CEQA (California Environmental Quality Act) <br /> review, per section 15331, Class 31 of the CEQA guidelines. <br />
