6.A. - Page 37 <br /> EXHIBIT "D" <br /> THE SECRETARY OF THE INTERIOR'S STANDARDS FOR REHABILITATION <br /> Summary <br /> �} A property shail be used for its historic purpose or placed in a new use that r�quires <br /> minimal change to the defining characteristics of the building and its site and <br /> environment. <br /> 2} �he historic character of a property shall be retained and preserved. 7he removal of <br /> historic materials or alteratian of features ancf spaces that charac#erize a property shall <br /> be avoided. <br /> 3) �ach property shall be recognized as a physical record of its time, place, and use. <br /> Changes that create a faise sense of histaricaf d�velopment, such as adding conjectural <br /> features or architectural elements from other buiidings, shall not be undertaken. <br /> 4} Most properties change over time; those changes that have acquired historic <br /> significance i� their own right shall be r�tained anc! preserved. <br /> 5} Distinc#ive features, fin�shes, and construction techniques or examples of craftsmanship <br /> #hat characterize a historic pro�erty shafl be preserved. <br /> 6} Deteriarated historic features shall be repaired rather than replaced. Where the severity <br /> of deterioratioR requires replacemen� of a distinctive f�ature, the new feature shaEl match <br /> the old in design, ca[or, texture, and other visual qualities and, where possible, materials. <br /> Replacement of missing features shall be substantiated by dacumentary, physical, ar <br /> pictorial evidence. <br /> 7} Chemical or physical treatments, such as sandblasfing, that cause damage to historical <br /> materials shall not be usecl. The surface cleaning of structures, if appropriate, shall be <br /> undertaken using the genflesf ineans possible. <br /> 8) Significant archeological resources affected by a project shall be protected and <br /> preserved. If such resources rrzust be disturbed, mitigation measures sE�all be <br /> undertaKen. <br /> 9) New additions, exterior a�terations, or related new construction shall not destroy hisfioric <br /> materials that characterize the property.
